    Judge Randal Spaulding swearing in "Rico", Musselshell County's newest K-9 deputy. Deputy Travis Manning, who originally is from Florida, is Rico's handler. Rico is a Belgian Malinois. He is about 1 1/2 years old and was born and trained in Holland. He and deputy Manning trained together in Pennsylvania for about six weeks before returning to Roundup a week and a half ago.     U.S. Secretary of Agriculture Sonny Perdue today announced the second tranche of 2019 Market Facilitation Program (MFP) payments aimed at assisting farmers suffering from damage due to unjustified trade retaliation by foreign nations. The payments will begin the week before Thanksgiving.
