Commissioner Minutes

The meeting was called to order at 8:55 by Commissioner Borner. Commissioner Carlson was present. Commissioner Berry will be in this afternoon.

Commissioner Carlson made to motion to approve the agenda for the day. Commissioner Borner seconded the motion. Motion carried.

Commissioner Borner made a few clarification changes in the July 29, 2019 minutes. Commissioner Carlson made the motion to approve the minutes as amended. Commissioner Borner seconded the motion. Motion carried.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett is waiting for estimates for work at the Complex and Commons and looking at sheds for storage at the Golden Thimble. Morrison and Maierle will be called regarding moving cameras in the Courthouse and repairing some wiring on the security cameras outside.

Commissioner Carlson attended the Refuse Board meeting and they are going to be revamping the bylaws. The Refuse Board needs a member to represent the West area around Dean Creek Road. They are still looking into what to do about the lease with the City for the transfer site. Commissioner Carlson said that the Fire Council will be doing weekly fire calls now.

Commissioner Borner didn’t have any board meetings but was working on the Tourism grant and DLA (Delivering Local Assistance) grant. Commissioner Borner met with Greg Benjamin and Geoff Wendt from Stahly Engineering to look at the structural issues with the Courthouse. Commissioner Borner will continue working on the Tourism grant for vaulted latrines.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to Commissioners. We are waiting to hear from the land owners in the #4 alteration. They would like to have the mandatory CPR and First Aid classes in one day to keep the crew having to miss 2 days and if Ambulance Directory Solberg cannot fit it into his schedule, can Ron Manderfeld do it? All Commissioners agreed. They submitted a letter of release to a landowner regarding reclaiming test holes. The Commissioners are going to see if County Attorney Peterson will look at it before they send it out. The DEQ is cracking down on the rules, regulations and permits for personal land owner gravel pits. Ms. Kenner will be doing a letter for land owners on Colony Road regarding donating additional footage for a right of way at the culvert replacement location. Clerk & Recorder Tomassi joined the meeting to discuss the account that the new fuel pumps came out of.

Airport manager Kelly Gebhardt met with the Commissioners to give them grant AIP-3-30-0066-14-2019 (DOT-FA19NM-2026) papers that will need to be added to the agenda and signed today to reach the August 12, 2019 deadline.

Commissioner Borner had to leave to attend Deputy interviews with Sheriff Lesnik.

DES Coordinator Fisher gave his weekly report to Commissioner Carlson. The City of Roundup has contracted with Great West to do all of their Flood Plain Permits. Mr. Fisher has had some questions about what will take place with the Flood Plain Permits associated with the FEMA buyout properties and he explained that they are just going to be removing the structures that are in the flood plain. Mr. Fisher will speak to Ambulance Director Solberg about getting a quote for more electric outlets in the office for safety.

County Agent Fosjord gave her weekly report to Commissioner Carlson. Ms. Fosjord is going to have an Extension Office meet and greet on August 21, 2019 at 6:30 P.M.

Mary Blair and Bronwyn Stevens with Colonial Life met with Commissioner Carlson and left a brochure and told him about their services. Commissioner Carlson said he would get the information to the other Commissioners and they could get back on the agenda sometime in September.

Commissioner Berry joined the meeting.

There was no public comment.

Commissioner Carlson made the motion to re-appoint Dallas Tieni to be on the Refuse Board for a 3-year term. Commissioner Berry seconded the motion. Motion carried.

Commissioner Carlson made the motion to review and sign the Lease Contract with the State of Montana Department of Revenue for office space pending approval of the County Attorney. Commissioner Berry seconded the motion. Motion carried.

Commissioner Carlson made the motion to review and sign Certificate of Survey 2019-7 in Sections 22 and 27, T-8-N, R-25-E submitted by Montana Department of Transportation. Commissioner Berry seconded the motion. Motion carried.

Commissioner Berry made the motion to suspend the rules to add signing the AIP development Grant for the Airport. Commissioner Carlson seconded the motion. Motion carried.

Commissioner Carlson made the motion to sign AIP-3-30-0066-14-2019 (DOT-FA19NM-2026) Development Grant for the Roundup Municipal Airport and the Single Audit Certification Form. Commissioner Berry seconded the motion. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.
