Commissioner Minutes

The meeting was called to order at 9:30 by Commissioner Borner. Commissioner Berry and Commissioner Carlson were present.

Pledge of allegiance.

Commissioner Carlson made the motion to approve the agenda after a correction at 1:00 changing Colonial Life to Montana Made Projects. Commissioner Berry seconded the motion as amended. Motion carried.

Commissioner Borner wanted to clarify which grant she had been working on. Commissioner Carlson made the motion to approve the August 5, 2019 minutes as amended. Commissioner Berry seconded the motion. Motion carried.

Commissioner Berry and Commissioner Carlson did not have any board meetings this week. Commissioner Borner had an RCP (Roundup Community Partners) meeting and they are waiting on a draft for the playground. Commissioner Borner is going to visit with Mayor Jones about a branding/marketing grant with Montana Main Street Project. After visiting with Stahly Engineering and they do not think there is a structural concern with the Courthouse and finding out that the Tourism grant is for infrastructure, vaulted latrines are not considered infrastructure, the DLA(delivering local assistance) grant may be a better way to go for them. Commissioner Borner has received 2 estimates for the latrines so far. Fish Wildlife and Parks may also have a grant that could help.

MACo said there will need to be a claim filed for the Judge’s chambers. They will get an estimate from Servpro.

Commissioner Borner talked with Kathie Bailey from Snowy Mountain Development Corporation regarding the Farmers Union Brownsfield report. The land is good but the building will need removed before it can be sold.

Commissioner Carlson reported that City Council, the Refuse Board and County will be getting together to try to come to an agreement regarding the dump. Commissioner Borner wanted it noted that she is not in favor of the County purchasing the property and hopefully they can just do a memorandum of understanding. Commissioner Carlson also said that the Refuse District also thinks the City should help with the cost.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett is still waiting on some bids for Commons windows and hydrant at the County Complex. Ms. Jett will also get an estimate on reattaching the waterline for the sprinklers at the Commons. New locks are needed for the Judges offices. The Commissioners agreed for the purchase of 3 new locks. Ms. Jet was asked if they could have water delivered at the County Complex? Commissioner Borner said it would have to come out of their budget. Commissioner Borner said she thinks the Commissioners should have a conversation with the City regarding in-kind help with the Justice of the Peace budget. Ms. Jett will be starting her vacation on Wednesday August 14, 2019.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. Ms. Kenner reminded the Commissioners of the DEQ meeting August 13, 2019 at 11:00. Ron Solberg will be doing the mandatory CPR 1st aide training on October 7, 2019. Weed Coordinator Meriel Beck will be joining the training also. Mr. Stockert got some prices for cement culverts for Colony Road and they are very pricey. They have to wait until the water goes down before they will be able to see what needs done. Once it is decided what will be done, they may take the money from the bridge fund. They are blading on Mosby, mowing on Ragged Point Road and Horsethief. They may be cleaning a cattle guard on Big Wall and they had planned to do one on N. Gage, but it is too wet.

Andy Koval stopped in to ask where he would get a garbage can for in front of his office on Main Street? The Commissioners told him he would have to ask the City.

Sheriff Lesnik didn’t have anything to report today.

DES Coordinator Fisher gave his weekly report to the Commissioners. Mr. Fisher has sent letters to the City of Roundup and MidRivers regarding removal of all services from the FEMA buy-out properties. The Go-To Meeting Program was discussed, there will be a County credit card soon for departments to purchase needed supplies. The 4 H Road low water crossing and paper work were discussed. There is a new form that is required that needs done by the end of the month. A safety issue at the Ambulance Barn was discussed and will be addressed with the Safety Committee. There are still no applications submitted for the full-time DES Coordinator position.

County Agent Fosjord gave her weekly report to the Commissioners. Cleaning hours at the Extension Office discussed.

Ambulance Director Solberg met with the Commissioners to discuss “Code Red” funding with the EMPG Grant.

Roger Schaad with Montana Made Projects met with the Commissioners to discuss the ongoing problem of the roof leaking after it has been fixed. Mr. Schaad said they will keep working on it until it is fixed. Commissioner Carlson and Mr. Schaad went up on the roof to look at where the problem is and decide the next game plan.

County Attorney Peterson met with the Commissioners to go over some issues the Commissioners requested he review.

Mark Qualman met with the Commissioners with color samples for the roof and siding at the Extension office. Stone Construction will be doing the Courthouse steps over the Labor Day weekend. He will have their contract next Monday for signature.

There was no public comment.

Commissioner Berry made the motion to review and sign Certificate of Survey 2019-8 for 2 Tracts of land in the SE4 of Section 24, Township 7 North, Range 26 East, per Court Order No. DV-14-69. Commissioner Carlson seconded the motion. Motion carried.

Commissioner Berry made the motion to discuss the appraisal of the Ciotti property. Commissioner Carlson seconded the motion. The Commissioners feel that the other option would be to go through the court process to remove the Flood Plain violation by either removing the trailer or elevating it 4 feet and anchoring it down. They feel that the County is not in the position to buy the property to remove the violation because it would be setting a bad precedence. Commissioner Berry will talk to Ms. Ciotti again. This will be removed from the 3:00 business and put at the old business part of the agenda Commissioner Carlson made the motion to review and sign Journal Voucher #475 changing Shirley Markings pay from the Accounting budget to the Clerk & Recorder budget, #476 putting Coal Gross Proceeds into the correct account and #478 putting end of year transfers from the High School Building account to High School Building Reserves account. Commissioner Berry seconded the motion. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.
