Musselshell County Commission Minutes

September 16, 2019

The meeting was opened at 8:30 by Commissioner Borner. Commissioner Berry and Commissioner Carlson were present.

Maintenance Supervisor Jett and Mike Breeding met with the Commissioners with a personnel issue.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett gave the Commissioners the bids and her recommendations for work at the County Complex Building and The Musselshell County Central Commons. High Prairie Plumbing to replace the wall mount faucet at the Commons, Pioneer plumbing will put in a new hydrant at the Complex and reconnect existing wall hydrant in the boiler room at the Commons. Leske Construction new windows at the Commons. Tom Lanter for windows at the Complex.

Commissioner Borner wanted to add a Northwest Energy Audit to the agenda. Commissioner Carlson made the motion to approve the agenda as amended. Commissioner Berry seconded the motion. Motion carried.

Commissioner Carlson made the motion to approve the September 9, 2019 minutes. Commissioner Berry seconded the motion. Motion carried.

Commissioner Borner did not have any meetings this week but will be attending the Roundup Reach meeting Tuesday September 17, 2019 and an HRDC meeting Friday September 20, 2019. Commissioner Borner said that she ran into Representative Usher at a meeting and they discussed the centerline rumble strips on Highway 87 S. Mr. Usher didn’t think the State was going to be fixing them. Commissioner Borner called the Billings MDOT District manager and he thought they were going to be filling them. They need to get an answer and get it done.

Commissioner Berry did not have any meetings but will be going to the Hospital Board meeting on Thursday September 19, 2019.

Commissioner Carlson had a LEPC (local emergency planning committee) meeting where they did a refresher on summer activities and are working on a new plan. Commissioner Carlson also had a Refuse Board meeting on September 11, 2019 and they think a MOU (memorandum of understanding) between the County and the City is the best way to go instead of a lease for the refuse site.

The impound building plans for the Sheriff Department may have to be upgraded and enlarged.

Commissioner Borner discussed the Commons sidewalk repair, she is going to talk to Kathie Bailey from Snowy Mountain Development about possible USDA grants. We are waiting on the audit before working on the policy for claims.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. We are waiting on some property owners regarding the #4 Road alteration. Retirement and service credits have not been correct when reported to PERS and we are working on trying to correct the issue. They are going to be needing 2 new computers and Ms. Kenner gave the Commissioners a quote. The Commissioners are going to talk to Tara DePuy from MACo regarding a road and a letter to the landowners advising them there is a non-maintained or improved County Road. Roads bladed: Horsethief, #4, Alec Roy, E. Parrot, Golf Course, Goulding Creek, N. Delphia, Dean Creek, Grazing District and part of Pole Creek and Downs. Today they are picking up the culvert for Alec Roy and blading on N. Gage and mowing East, blading on Dean Creek and Homestead.

Sheriff Lesnik and Deputy Elkins gave their weekly report to the Commissioners. There was an incident at the homecoming parade Sheriff Lesnik wanted the Commissioners to know about. There is a roping event Saturday September 21, 2019 at the fairgrounds and a pot luck dinner and dance that evening at the Community Center.

Public Hearing for the Permissive Levies and the 2019/2020 Preliminary Budget.

There was no public comment.

DES Coordinators Fisher and Harper gave their weekly report to the Commissioners. Mr. Fisher said there was a good turnout for the Health Fair last weekend. There was another fire

on Johnny Coal Road (no burn permit) and they are waiting on reports so they can figure out cost and get it submitted to the County Attorney. There is going to be a controlled burn in Petroleum County today just North of the County Line.

County Agent Fosjord gave her weekly report to the Commissioners. Ms. Fosjord wanted to make sure it was ok take out the wall at the extension office that she mentioned last week. They have volunteers from 4H that will do the work. All Commissioners agreed that the work could be done. Ms. Fosjord is going to put an ad in the paper for bids for the wood stove that used to be in the Extension office. There is a pipe broken at the bathroom in the campground that needs fixed. The Commissioners agreed to the fix.

Sheriff Lesnik met with the Commissioners again for approval to use $13,500.00 for the replacement of the burnt pickup. Insurance will pay for the rest of it.

Item #4 to discuss Road #60 in Sections 10 & 3, Township 11 North, Range 25 East was tabled until they hear back from Tara DePuy from MACo.

Commissioner Berry made the motion to review and sign the Cooperative Purchasing Memorandum of Understanding between the Montana Department of Administration and Musselshell County. Commissioner Carlson Seconded the motion. Motion carried.

Commissioner Carlson made the motion to sign Resolution 2019-20 approving the Permissive Levies /2019/2020 Budget. Commissioner Borner seconded the motion. Commissioner Borner and Commissioner Carlson were in favor of the motion. Commissioner Berry said nay. Motion carried.

Commissioner Carlson made the motion to sign Resolution 2019-21 approving the Elected Officials Salary. Commissioner Borner seconded the motion. Commissioner Borner and Commissioner Carlson were in favor of the motion. Commissioner Berry said nay. Motion carried.

There was a phone call regarding #4 Road.

There being no further business the motion was made to adjourn. Motion carried.
