Commissioners February 18, 2020 Minutes

The meeting was opened at 8:40 by Commissioner Borner. Commissioner Carlson was present. Commissioner Berry was on vacation.

Steve Moses was present.

Pledge of Allegiance.

Commissioner Carlson made the motion to approve the agenda as is. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to approve the minutes. Commissioner Borner seconded the motion but wanted it clarified that Commissioner Carlson was going to be talking to MACo regarding accumulation of employee sick time and a possible 1 time 40-hour payout that could be used as an incentive or benefit for employees and a clarification regarding past employee PERS errors. Commissioner Carlson made the motion to approve as amended. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Borner didn’t have board meetings but when she was at the MACo conference talked with Representative Bill Krauther for the Catch & Keep Bill and MEDA-Montana Economic Development Association about their next project. Wednesday February 19, 2020 Commissioner Borner has a Snowy Mountain Development Corporation meeting in Lewistown and Thursday February 20, 2020 a Central Montana Health District meeting.

Commissioner Carlson had a Fire Council meeting Thursday February 13, 2020. There are a lot of trainings starting soon. Burn Permits were discussed and how the County is going to pursue violations. They would like to hire someone to help with reports and be part-time with DES also. They hope to have a plan for the fiscal year.

They are working on the Extension Office on and off. Commissioner Carlson was there Monday February 17, 2020 regarding the doors for the fire department.

They are reviewing, signing an agreement for fees for legal counsel at the 3:00 business for the County’s next move on the Floodplain violations and the #4 Road alteration among other issues.

They are moving forward with the Accounting Audits.

Still working on the Melstone property Resolution.

Updating the phone system is moving slowly waiting for numbers.

The Commissioners are going to pick an Election Audit Committee before the primary election in June.

Commissioner Borner would like to add storage issues for the Courthouse on the “new business” part of the agenda next week.

Mr. Moses left the meeting.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Her assistant, William Labenz will be taking his boiler test on March 9, 2020. Ms. Jett is still waiting on the regulator from State Chemical for the heat in the Courtroom and Judges chamber. They are backed up and do not have the time to get it to her. The Commissioners told her to get it from another company.

Road and Bridge Supervisor Stockert and Secretary Kenner gave her weekly report to the Commissioners. They are wondering if they are going to be needing an update for the #4 alteration? Commissioner Borner has a meeting with Snowy Mountain Development Corporation this week and will ask. Mr. Stockert told the Commissioners that he got the Montana Department of Transportation approach for #4 Road approved but they do want it to be wider. They submitted their equipment inventory update to the Commissioners. There was a Zoning Compliance Form signed for the Goffena Site Reclamation Release. Today they are checking for snow amounts east and sanding where needed.

Sheriff Lesnik gave his weekly report to the Commissioners. Budget was discussed and an employee issue.

Veronica Meyer with Interstate Engineering called to talk to the Commissioners about the Airport Engineering Agreement that is on the 3:00 business and to discuss the construction phase of the project.

DES Coordinators Harper and Fisher gave their weekly report to the Commissioners. The EMPG grant funding letter and time certification form need to be signed at the 3:00 business. They may be burning some of the FEMA buyout properties on March 14, 2020. They have been working with the National Weather Service about a weather radio transmitter in Roundup either at the airport or at dispatch. They are working with the fire chiefs/council on developing protocol for how and when to burn. The EMT classes on Thursdays are going well.

Treasurer Hetrick gave her weekly report to the Commissioners. There were some accounting issues that were discussed. The January Cash Report was signed for record.

County Agent Fosjord gave her weekly report to the Commissioners. The work that was done at the horse barn at the fairgrounds looks really good. Ms. Fosjord gave the Commissioners some information on the Re-imagining Rural Program only 20 counties are chosen for the program and she would like to try to get into it. Commissioner Borner said she is all for anything to help with economic development and public participation.

Dean Creek Fire Chief Steve Tyrrel and Captain Luke Coates met with the Commissioners regarding a new truck that is available for the department. The Fire Council approved splitting the cost with Dean Creek and would like the Commissioners approval. Commissioner Borner and Commissioner Carlson both said as long as the budget allows, they don’t have a problem with the purchase. The old truck they will be replacing is available for any other department that may need it.

Ambulance Director Solberg met with the Commissioners regarding the quotes from Morrison & Maierle for the new server and workstations and to get the Commissioners approval for the replacement of workstations. Commissioner Borner and Commissioner Carlson approved the purchase. There will be a meeting of the TV District regarding fees.

Public Comment:

There was no public comment.

Commissioner Carlson made the motion to open bids for work on the interior of the Extension Office submitted by County Agent Fosjord. Commissioner Borner seconded the motion.

Groundup Construction $6,858.58 (amended to $7,208.58)

Lekse Construction $18,855.00

Commissioner Carlson made the motion to take under advisement. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to sign the MACo Insurance Renewal forms. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to discuss and sign MACo’s Workers Compensation Group Plan Enrollment Form- For Musselshell Counties desire to be included in the risk retention group created by the Montana State Fund specifically for the benefit for members of the Montana Association of Counties. Commissioner Borner seconded the motion. All in favor? Commissioner Carlson and Commissioner Borner said aye. Motion carried.

Commissioner Carlson made the motion to sign the Statement of Support for the Guard and Reserve. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to approve and sign the Attorney Fee Agreement for representation for assistance with the MFLAP Grant ROW, the relocation of #4 Road and address NG Schwartz law issues with the Examining Land Surveyor Fee. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to sign the EMPG Funding Commitment Letter and Time Certification Form submitted by DES Coordinator Harper. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to approve and sign the plans and specifications for the Airfield Pavement Rehabilitation Project submitted by Interstate Engineering. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to approve the advertising ad for bids for the Airfield Rehabilitation Project for the Roundup Record (2/26, 3/4 and 3/11) and the Yellowstone County News (2/28, 3/6 and 3/13). Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to approve and sign the Engineering Agreement with Interstate Engineering for the construction Phase of the Airfield Rehabilitation Project. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to approve and sign Resolution 2020-10 requesting Distribution of Local Government Road Construction and Maintenance Match Program Funds submitted by the Road Department. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to review and sign the Agreement with Musselshell County and Riverstone Health for the Supplemental Nutrition Program for Women, Infants and Children. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.
