Commissioners February 24th, 2020 Minutes

The meeting was called to order at 8:30. Commissioner Borner was the only one present. Commissioner Berry and Commissioner Carlson were on vacation. Commissioner Carlson will call in for the 3:00 business.

Maintenance Supervisor Jett met with Commissioner Borner and told her the dumpster at the Commons keeps blowing around. Ms. Jett will contact the City to see if there is something that can be done about the wheels.

DES Coordinator Harper gave his weekly report to the Commissioners. The justification memo and budget amendment for the FEMA buyout program is on the 3:00 business agenda for signature. Fire training with Roundup VFD tentatively on the 14th of March. The location will depend on the weather.

County Agent Fosjord gave her weekly report to the Commissioners. Commissioner Borner signed the Re-Imagining Rural application. Hazardous material at the Extension Office was discussed.

Casey Collins with Congressman Gianforte’s Office visited with Commissioner Borner and asked if there were any concerns. Commissioner Borner said that there are concerns with the difficulty of Federal Grant requirements.

There was no public comment.

Commissioner Carlson called in for 3:00 business.

Commissioner Carlson made the motion to award bids for work on the interior of the Extension Office to the lowest bidder, which was Groundup Construction. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to sign the amended projected funds commitment letter for the PDM FEMA buyout program. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to sign the scope of work change for the FEMA buyout program. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to suspend the rules to add signing the Brownsfield Sub-Grant Agreement submitted by Snowy Mountain Development for abatement of Block 22, parts of lots 5 & 6 of the Townsite of Roundup. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioners March 2, 2020 Minutes

The meeting was called to order at 8:30 by Commissioner Berry. Commissioner Carlson was present. Commissioner Borner was attending the National Association of Counties conference in Washington D.C.

Pledge of Allegiance.

Commissioner Carlson made the motion to approve the agenda as is. Commissioner Berry seconded the motion. All in favor? Commissioner Berry and Commissioner Carlson said aye. Motion carried.

The minutes from the February 24, 2020 meeting were not approved because Commissioner Borner was not here. Commissioner Carlson approve the minutes from the February 18 meeting that Commissioner Borner signed and approved with a few changes for clarification on February 24, 2020.

There were no board meetings for either Commissioner Berry or Commissioner Carlson but Commissioner Berry did ask Commissioner Carlson about the Refuse District Lease Agreement and what the outcome was. Commissioner Carlson told him that everything was settled and they signed a 25-year lease.

The Extension Office is slowly being worked on.

The Swimley Law Firm is working on the Floodplain violations and the #4 Road alteration.

The Accounting Audit is being worked on every day.

The deed for donating the Melstone property is being worked on.

We are waiting on numbers from Mid-rivers for updating our phone system.

The Election Audit Committee will be appointed approximately a month before the June Primary Election.

The Commissioners are looking into storage boxes/pods to place on County property for County Departments.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett is going to have Don’s Welding look at the stairs to the roof. There is a problem with a window that was just installed at the extension office.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. The 2021 Gas Tax Mileage Form was signed and sent in. The Letter verifying our ROW for Old Divide for MFLAP was submitted by Attorney Swimley. They have received estimates for crushing gravel at the Willow Creek site. Today they are working on E. Parrot, updating annual equipment inspections, blading Fattig Creek.

Sheriff Lesnik gave his weekly report to the Commissioners. There are 7 inmates currently. The 2 Deputies that are at the academy are almost done and doing well. Storage boxes/pods were discussed for storing records and evidence.

DES Coordinators Harper and Fisher gave their weekly report to the Commissioners. The State would like one final revision for the scope of work and budget amendment and will be on the March 9, 2020 agenda. The State denied the request to use the well on one of the FEMA buyout properties for a water refill station. All of the necessary permits and clearances from DEQ have been obtained for burning one of the FEMA buyout properties. Mr. Harper has been in communication with local and State partners concerning Covid-19 a/k/a coronavirus.

County Agent Fosjord gave her weekly report to the Commissioners. A personnel issue was discussed.

There was no public comment.

Commissioner Carlson made the motion to sign the letter of support for the District 6 Human Resource Development Council’s 2020-21 Community Service Block Grant. Commissioner Berry seconded the motion. All in favor? Commissioner Berry and Commissioner Carlson said aye. Motion carried.

Commissioner Berry made the motion to approve the Montana Association of Counties Health Care Trust July 2020 final renewal rates. Commissioner Carlson seconded the motion to approve the rates. All in favor? Commissioner Berry and Commissioner Carlson said aye. Motion carried. The Commissioners are going to be meeting with Pam Walling of MACo on Monday March 9, 2020 at 10:30 to discuss the plans.

March 5, 2020 at 12:30 there was a telephone conference call with Attorney Susan Swimleys Office regarding road work issues she has been hired to address. Commissioner Borner was present. Commissioner Carlson called in for the conference.

March 6, 202 Commissioner Borner had a conference call with Denning Downey & Associates regarding the 2016/2017 audits. Treasurer Hetrick was present.
