Commissioner May 18, 2020 Minutes
The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Carlson was present.
There was no public present.
Commissioner Borner wanted to add to the 3:00 business to sign the contract with Attorney Meloy. Commissioner Carlson approved the agenda as amended. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson approved the minutes as is. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson did not have any board meetings.
Commissioner Borner attended the Council on Aging Board meeting. They were working on their budget and voted to apply for the Hazzard Pay for COVID-19.
Commissioner Borner attended the Central Montana Health District meeting on Friday May 15, 2020. They had a Resolution regarding COVID-19 and social distancing. Septic issued were discussed. There is a Mental Health meeting on Billings this Friday. Due to conflicts of interest, Commissioner Borner will be attending the Hospital Board meetings until there is a new Commissioner.
They are supposed to be installing rain gutters at the extension office this week.
Still waiting on information regarding Floodplain Violations.
The auditors have the draft of 2016 & 2017 audits and we are waiting for the information.
The Commissioners need to decide if they are going to shut down the Cowbelles campground to no overnight camping unless you have a self-contained RV and not open the bathrooms because they cannot be maintained as needed during the COVID-19 Crisis.
Court Compliance Officer Vohs met with the Commissioners regarding over-time and comp time.
Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett asked about the lights and flag poles at the South Cemeteries. Commissioner Carlson will call caretaker Donahue to install them.
Road Secretary Kenner gave her weekly report to the Commissioners. Computers were discussed. The Commissioners will talk to Ron Solberg and let him know what needs ordered. They are trying to keep up with spring. Today they are blading on: Fattig Creek, Hawk Creek, Mosby, Golf Course, Goulding Creek. 2 blades are being picked up from Billings today.
Sheriff Lesnik met with the Commissioners to talk about his budget.
A representative from Colonial Life met with County Employees in the breakroom regarding added coverage.
DES Coordinator Harper and Fire Warden Russell gave their weekly report to the Commissioners. FEMA properties, Stratton’s Butcher Block, the Lekse House and office building were demolished last week. Reimbursements have been submitted. Floodplain Permits for the Bair Collins mine Project have been approved. The Commissioners were updated on COVID-19.
Treasurer Hetrick gave her weekly report to the Commissioners. Ms. Hetrick gave the Commissioners her list of 5 year or older mobile home write offs to review.
Ambulance Director Solberg met with the Commissioners to go over computer orders and update on COVID-19.
Commissioner Carlson made the motion to vote to have Bill Edwards, Meriel Beck and Bette Ross as members of the Election Audit Committee. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson made the motion to sign the Airport Application for Federal Assistance SF-424 in the amount of $20,000.00. Commissioner Borner seconded the motion. Motion Carried.
Commissioner Carlson made the motion to sign the Enrollment form to be signed to join the MACo Work Comp Safety Group. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson made the motion to sign the 2020-2021 PCT Renewal Scheduled Property form submitted by MACo. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson made the motion to vote on the NO Firefighter Presumptive Illness Coverage because they already have extra coverage for the Firefighter. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson made the motion to review the draft and vote on signing the Contract between the Montana Department of Public Health and Human Services, Addictive and Mental Disorder Division. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson made the motion to sign the Attorney-Client Agreement with Attorney Mike Meloy for certain civil matters that may arise for the County. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson made the motion to suspend the rules to add signing Resolution 2020-14 regarding the enforcement of COVID-19 directives to the agenda. Commissioner Borner seconded the motion. Motion carried.
