Commissioner June 1, 2020 Minutes

The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Carlson was present.

There was no public present.

Pledge of Allegiance.

Ruth Mayo met with the Com¬missioners regarding encroach¬ments on a County Road.

Commissioner Carlson made the motion to approve the agenda as is. Commissioner Borner seconded the motion. Motion carried. Commissioner Carlson will not be present for the June 15, 2020 meeting.

Commissioner Carlson made the motion to approve the minutes from May 26, 2020 as is. Com¬missioner Borner seconded the motion. And asked that we let the public know that the Mus¬selshell County School Ledger from July 1, 2015 through February 29, 2020 is complete and available for public review. Motion carried.

Commissioner Carlson had a Refuse Board meeting. There are issues with the road to the Melstone dump that will be worked on. Charges at the City dump need to be discussed and done consistently. There is a Fire Council meeting June 4th, 2020.

Commissioner Borner did not have any meetings this week but will be going to the Fire Council meeting and has a Hospital Board meeting on June 4th, 2020.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett is going to have a person from HRDC help with some of the projects and she is going to get the sprinklers turned on at the Courthouse.

Road Secretary Kenner gave her weekly report to the Commis¬sioners. The Road Department still has not heard from Inter¬state Engineering or Knife River regarding the “access road” at the airport. The budget was talked about.

Commissioner Borner said she checked on the work being done at the fairgrounds and the grand¬stands have been painted.

Denning Downey and Associ¬ates are starting on the 2018 & 2019 audits. Tuesday June 2 there is an Insurance conference call on Tuesday June 2, 2020.

They are working on getting the solar lights up at the South cemeteries.

Allen Schiff from DEQ contact¬ed Commissioner Borner regard¬ing additional work that needs to be done at the old Golden Thimble. They are in contact with Snowy Mountain Develop¬ment for more information.

Elizabeth Bruchez and Mikayla Viviano with CPS (child protec¬tive services) met with the Com¬missioners. They are getting out in the communities to making themselves known.

DES Coordinator Harper gave his weekly report to the Com¬missioners. The State has requested additional docu-mentation on a FEMA project. There was Public Comment on Floodplain Permit 2020-1 and a letter from a concerned resident regarding the permit. No new COVID-19 updates after phase 2.

Treasurer Hetrick gave her weekly report to the Commis¬sioners. Mobile Home Taxes were reviewed. Public Notice places were discussed and the Courthouse Sheriffs Office and City office will be what is used.

Mayor Jones met with the Com¬missioners to talk about the COVID-19 relief funding that will be released to local Govern¬ments. They will stay in touch to make sure they are on the same page with information.

Kathy Pfister and Darcie Dutton met with the Commissioners to go over the budget for the library.

Public Hearing on the 2020/2021 Preliminary Budget.

Sue Olson, Mike Goffena, Bruce Hoiland, Dan McCaffree, Hayden Gremaus, Kim Kuzara and Kelly Gebhardt were pres¬ent. Deb Adolph was present via GoToMeeting.

Ms. Olson asked why such a hurry to get the budget done? Commissioner Borner said that they thought they only had until the 10th of June to have it done and it had to be noticed for 2 weeks. They then found out they had more time which was good because they only had the expenditure part of the budget done but had many questions about the revenue part of it. There is going to be a meeting on Tuesday June 2, 2020 with the Department of Administra-tion to get some of the questions answered. They are not try¬ing to be nefarious; they have questions but the meeting was already in the paper.

Mr. Gebhardt said the budget should be done in June but has to have the certified mill value to prepare.

Melissa Carlson and Troy Evans joined the meeting via GoTo¬Meeting.

Ms. Olson asked what was planned with the money for the raised taxes? Commissioner Borner said there are a few things that need to be consid¬ered. The department heads have “wish lists”, the County employees need their base wage raised and capital improvement projects. Ms. Olson told them there should be a 5-year capital improvement plan.

Commissioner Borner said that they are trying to do everything the correct way and being trans¬parent. Everything is a work in progress.

Bruce Hoiland asked fixing the ballfield at the fairground? Commissioner Borner said she it has never been budgeted but was not opposed to fixing it and the Commissioners are working with Jon Goffena.

Mr. McCaffree thinks we should start charging for people to stay at the campgrounds.

Concerns were express regard¬ing having a 3rd Commissioner. Commissioner Borner and Commissioner Carlson said they would love to have someone in the seat but are following the County Attorneys guidelines.

Commissioner Borner wants it noted that there will be a Public Hearing regarding the Prelimi¬nary Budget every Monday at 2:30 until completed.

Commissioner Carlson made the motion to sign Resolution 2020-16 an Agreement for Services and Per Capita Contri¬bution Chemical Dependency and Mental Health Services. Commissioner Borner seconded the motion. Motion carried.

Gary Eliaason met with the Commissioners to discuss the floodplain permit he has to fill out.

Commissioner Carlson made the motion to review and sign Certificate of Survey 2020-9RB for a Boundary Relocation in the E2NW4, E2SW4 and the SE4 of Section 10, T-10-N, R-24-E sub¬mitted by Tranel Properties, LP. Commissioner Borner seconded the motion. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.
