Commissioner June 15, 2020 Minutes
The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Carlson was not present.
6/12/2020 audit update on our progress #5 from Denning, Downey & Associates.
It’s been a busy time working on the County.Up to 6 staff have been working on different projects for the County.
Fortunately, it’s coming together. We are down to the last stretch. I promised all the work completed by June 30th, 2020.
The final corrections for the Draft 2016/2017 report are being typed.
Mr. Denning should be able to submit the draft today or Monday to the County for review.
The 2015 audit report was a “Disclaimer Opinion” meaning the auditor could not reach an opinion on the financial statements to determine if they were fairly reported or not.
The 2016/2017 is an unmodified opinion meaning the financial statements are presented fairly to the taxpayers/state of MT.This is a great improvement.However, the report does include 5 Material Weakness, 2 Significant Deficiencies and 4 Material Compliance issues.
The 2018/2019 audit report is still in progress.
Last month we discovered the County received over $750K from the federal government thus making them a federal audit in addition to the State audit requirements.
This slowed us down a bit but we are still on track for the June 30, 2020 deadline.
Special Thanks go to all the County personnel who have been working tirelessly getting documents for us.
This last month the Treasurer’s office had to deal with the May tax collections and the Clerk’s office had an election to run.
Yet with all of that they still paid attention to our needs on the audit.

Maintenance Supervisor Jett gave her weekly report to Com¬missioner Borner. There was a water shutoff valve issue at the Extension Office. They will be mowing today.
Road Secretary Kenner gave her weekly report to Commissioner Borner. No millings were placed on Airport Road. They will be working on pavement hot mix repairs all week. Blading on Snowy Mountain, Allen, Fishel and Melstone Custer this week.
Sheriff Lesnik gave his weekly report to Commissioner Borner. Nothing new to report. Sheriff Lesnik will be on the Election Canvas Board at 1:00 today.
DES Coordinator Harper and Fire Warden Russell gave their weekly report to Commissioner Borner. There are no longer any standing structures on the FEMA buyout properties. The City has a floodplain violation. Mr. Russell reported that all burning was shut down last week. The staffing stations had 16 people working on Saturday and 11 on Sunday. The EMPG Grant documents have been sent in. Hand sanitizer has arrived and will be distributed.
Treasurer Hetrick gave her weekly report to Commissioner Borner. Ms. Hetrick went over reports that were needed for from Denning Downey and Associates for the audit with questions regarding Council on Aging. Also, the internal controls that Mr. Denning advised.
County Agent Fosjord gave her weekly report to Commissioner Borner. They are concerned about the lack of communication and clarification regarding the 4th of July rodeo and Fireman’s Ball. There has not been a plan sent to the Central Montana Health District for the ball as of today and no one has contacted Ms. Fosjord regarding the application and insurance. Ms. Fosjord has been working on getting ready for the 4H Fair.
Sheriff Lesnik, Treasurer Het¬rick and Commissioner Borner did the 2020 Primary Election Canvas.

There was no public comment.
Commissioner Carlson made the motion to table reviewing, completing and signing the sponsor certification checklist regarding the FAA AIP Grant Oversight Risk Assessment.
Commissioner Carlson made the motion to review and sign Resolution 2020-19 appointing a special Deputy County Attorney to assist the Musselshell County Attorney in conducting all phases of trial work from charging to trial and post-trial proceedings in the appropriate forum in Musselshell County for the specific class of cases related to prosecuting defendants named or to be named in association with hail damage and subsequent deception, fraud, or other criminal acts that may be charged. Commissioner Borner seconded the motion. No public comment. Motion carried.
Commissioner Carlson made the motion to review and sign the Memorandum of Understanding regarding the Montana Wool Growers Association Predator Control Fund for the period of July 1, 2020 to June 30, 2021. Commissioner Borner seconded the motion. No public comment. Motion carried. Commissioner Borner said she would like to follow up on this to find out how it is fulfilled for Musselshell County.
There being no further business the motion was made to adjourn. Motion carried.
