Commissioners June 22, 2020 Minutes
The meeting was called to order at 8:44 by Commissioner Borner. Commissioner Carlson was present.
There was no public present.
Pledge of Allegiance.
Commissioner Carlson made the motion to approve the agenda after adding to the new business, signing the event plans for Central Montana Health District for the Rodeo, Fireman’s Ball and 4-H Fair events. Commissioner Borner seconded the motion. Motion carried. These have all been approved by the Central Montana Health District and MSU.
Commissioner Carlson made the motion to approve the June 8 & June 15, 2020 minutes. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson did not have any board meeting because he was on vacation.
Commissioner Borner had a Mental Health meeting on Friday June 19, 2020 and there nothing new to report. They are just moving forward. On Tuesday Commissioner Borner, Treasurer Hetrick and Clerk & Recorder Tomassi did an exit interview with Kim Denning from Denning, Downey & Associates for the 2017, 2017 audits and now will be working on the “corrective action plan”.
Maintenance Supervisor Jett gave her weekly report to the Commissioners. There was a problem with the plumbing at the Extension Office and the handicap door at the Musselshell County Central Commons.
Road Secretary Kenner gave her weekly report to the Commissioners. Due to the rain last week, hot mix repairs will continue this week. The Road Department is going to try to go for a Coal Board grant for a water source. There is a pre-construction meeting in Lewistown June 24, 2020 for the Old Divide/Fattig Creek MFLAP Grant Project. Cattle guards have been cleaned on Mosby Road, blading on N. Gage. The hot mix repair should be finished Tuesday June 23, 2020.
Sheriff Lesnik gave his weekly report to the Commissioners. The jail steps are going to be fixed over the 4th of July weekend. They are updating their policy manual.
Bull Mountain Fire Chief /Vice Fire Council Chair Gates met with the Commissioners to discuss where the funds were coming from for the Fire Warden position. (DES Coordinator Harper and Fire Warden Russell were present)
DES Coordinator Harper and Fire Warden Russell gave their weekly report to the Commissioners. (Jeff Gates was present) The FEMA cleanup is looking really good. Mr. Harper spoke with Mayor Jones regarding a City Floodplain Violation. Mr. Russell told the Commissioners that on June 27, 2020 they will be doing fire staffing stations for the rest of the summer. New address applications are coming in. Mr. Harper told the Commissioner that the Verizon accounts are set up and ready to go.
Tory Kolkhorst from Senator Daines Office visited with the Commissioners. The COVID-19 crisis was discussed. The changes and how it is going to be interesting how it all will play out.
Review, complete and sign the Sponsor Certification Checklist regarding the FAA AIP Grant Oversight Risk Assessment.
Review and sign the Agreement to Lease Generator between Musselshell County and Roundup Memorial Healthcare.
Sign Resolution 2020-20 for the CARES Act Grant Application in the amount of $20,000.00 submitted by the Roundup Airport for operations and maintenance costs. They are working on the Great American Outdoors Act and the Justice Act.
PUBLIC HEARING/PRELIMINARY BUDGET.
DES Coordinator Harper, Fire Warden Russell were present. Deb Adolph was present via GoToMeeting.
Commissioner Borner said that the only changes were going to be to add Justin Russell’s position to the Fire Council budget(there will be a Resolution done next week for the position) add a line item so the Commissioners do not have to use their private cell phone number for County business and the to figure out the Cemetery budget. They are having a phone conference with the Department of Administration regarding budgets and will ask questions. Also, they need to add the Broadview Fire Department to the budget. Deb Adolph asked if the Financial Advisory Committee could get a copy of the list, once it is completed.

Janet Hamill, Eric Eliasson were present. Deb Adolph was present via GoToMeeting,
Ms. Hamill just wanted to say “Thank you” to the Road Department for the great job that was done on Dean Creek. Commissioner Borner said she will let them know.
Eric Eliasson dropped off the Northwestern Energy E+ Commercial Electric Lighting Rebate Program forms to be sent in and an invoice for the work done at the Courthouse, County Shop and Extension Office.
Commissioner Carlson made the motion to review, complete and sign the Sponsor Certification Checklist regarding the FAA AIP Grant Oversight Risk Assessment. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson made the motion to review and sign the Agreement to Lease Generator between Musselshell County and Roundup Memorial Healthcare. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson made the motion to sign Resolution 2020-20 for the CARES Act Grant Application in the amount of $20,000.00 submitted by the Roundup Airport for operations and maintenance costs. Commissioner Borner seconded the motion for discussion. Commissioner Borner wanted it noted that they had signed this on June 1, 2020 and it got delayed getting other signatures because it was not in Resolution form even though one was not required.
County Agent Fosjord, Lorie Jett and Meriel Beck met with the Commissioners to discuss the leak in the Extension Office. Ms. Fosjord gave the Commissioners a copy of the application for the Fireman’s Ball for the records.
Ms. Beck ok’d the storage of the generator in her storage room.
There being no further business the motion was made to adjourn. Motion carried.
