Commissioner July 27, 2020 Minutes
The meeting was opened at 8:30 by Commissioner Borner. Commissioner Goffena was present. Also present was Mike Turley and Daniel Main.
Commissioner Goffena made the motion to approve the July 27, 2020 agenda. Commissioner Borner seconded the motion. Motion carried.

Commissioner Borner attended the MACo Economic Development Labor Committee phone conference.
Commissioner Borner attended the Transportation Committee meeting to discuss bus routes.
Servpro is going to be working at the Extension Office.
The flag poles at the South Cemeteries need a new pully mechanism.
They are still researching storage for the Courthouse.
They are working with Snowy Mountain Development on the groundwater monitoring/Farmers Union issue.
There is a meeting on August 10, 2020 with Fish Wildlife and Parks regarding the Fishing Access area.
Linda Yount had Commissioner Borner sign the Teddy Blue Abbott Monument progress report.
Road and Bridge Secretary Kenner gave her weekly report to the Commissioners. They are going to go to the Coal Board in December to ask for funding for a new well at the County Shop. They are going to be trading in 1 of the trucks. A culvert is being replaced on Queens Point Road today. They are also blading on Horsethief and West Musselshell.
Sheriff Lesnik gave his weekly report to the Commissioners. The budget was discussed. They are still working on a secure evidence storage area. Mr. Lesnik is working on an outdoor recreation area for inmates. Sanctuary Counties and States were discussed.
Tammy Bowling and Cindy Caywood with the Department of Revenue met with the Commissioners to remind them that they are willing to work with the Commissioners and offices to set the Mills for the budget. They want to be more available to new staff to help with the Mills/Budget process. The County certified values should be out by August 3, 2020. The County will then contact Ms. Bowling and Ms. Caywood and staff and set up work sessions.
Fire Warden Russell gave his weekly report to the Commissioners. DES Coordinator was on an EMS transfer. WHC is finishing up the demolition of the FEMA properties. The State will be coming for a monitoring visit on August 7, 2020 and Mr. Russell would like to have a Commissioners present. Mr. Russell spoke with Great West Engineering regarding the City’s Floodplain violation and the land owner has been fined and is working on getting the permitting done after the fact. The Bair-Collins kick off meeting is today at 1:00 P.M. in the Commissioners office. There was 1, 100 +- acre fire and a 5-acre fire last week. Burning season is closed.
County Agent Fosjord gave her weekly report to the Commissioners. The 4H Fair went well. There were some issues with electric hook-ups and campers that weren’t involved in the Fair. There needs to be more signage at the Campgrounds and Fairgrounds and Ms. Fosjord would like to put locks on what hook-ups they have at the fairgrounds. Ms. Fosjord will not be able to attend the August 3, 2020 meeting.
Pre-Construction Conference Meeting for the Bair Collins Kick-off.

Kahneeda Rehbein- Rehbein Enterprises Inc.
Discussed was the responsibilities of Pioneer the DEQ and the contractor. The construction schedules. Weed and dust control. Project and fire safety. Daily reporting. Project inspections. Compliance with Labor Standards. Required notices and clean up. There will be piles of rock and sand and Road and Bridge Supervisor Stockert will be the one to determine if it can be used by the Road Department.
PUBLIC HEARING FOR THE PRELIMINARY BUDGET.

Commissioner Borner said that there were only a few adjustments. They made sure they appropriated money for Justin Russell’s position in the Rural Addressing line. They took out the approximately 16,000.00 for the Weather Station they didn’t get the grant for. And the .25 raise for Elected Officials and employees. COVID-19 Tribal County Matching Grant was added. Mr. McCaffree thinks the Fairground and campground budgets should be raised for better upkeep.
