The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Goffena was present also.
Pledge of Allegiance.
Commissioner Goffena made the motion to approve the agenda after adding to approve the one half of reimbursements for predator control services rendered by the USDA/ADHIS Wildlife Services for the Wool Growers Association Predator Control Fund in the amount of $959.40. Commissioner Borner seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve the November 30, 2020 minutes as is. Commissioner Borner seconded the motion. Motion carried.
Commissioner Goffena had a Fire Council meeting but it was cancelled.
Commissioner Borner had a Hospital Board meeting via zoom. They are working on the DLA grant and dealing with COVID staffing issues. There was also a Central Montana Health District meeting. They are going to be getting a self-contained vaccination van.
The Commissioners agreed that we will not have an employee Christmas party this year due to COVID-19.
Denning Downey & Associates will be here on Tuesday December 8, 2020 for any budget or audit questions for Department Heads.
The Commissioners agreed to purchase a new bench/witness box for Judge Spaulding’s courtroom.
Maintenance Supervisor Jett gave her weekly report to the Commissioners and gave them estimates for new tubing in the boiler and plumbing at the Extension Office.
Road Secretary Kenner gave her weekly report to the Commissioners. There will be a conference call with Kathie Bailey From Snowy Mountain Development on December 14, 2020 to discuss the chip seal and stripe for Old Divide road and applying for a Coal board Grant to help fund it. The new hire started December 2, 2020 and is doing well. They are going to be replacing their radios. They bladed Dean Creek and E Parrot from y to Budweiser Ranch, Chandler, W. Musselshell, N. Gage and continued mowing in the East district and Johnson Rd. project. They will continue blading roads as weather allows.
Sheriff Lesnik did not have anything new to report but had the Commissioners sign the CRS Inmate Excess Medical Insurance and/or claims Administration Management form.
County Agent Solf gave her weekly report to the Commissioners and gave them estimates she has received for snow breaks at the horse barn, tin on the 4H building. The Commissioners told her to get the snow breaks and wait to budget the tin for next year.
Ambulance Director Ron Solberg met with the Commissioners to discuss the 911 audit and a Budget Amendment for Ambulance.
Scott Graham with the Department of Environmental Quality, Mike Ruggles with Fish Wildlife and Parks, Laura Nowlin with the Musselshell Watershed Coalition/Roundup Reach and Jason Seyler with Brownsfield (via phone) met with the Commissioners. Mr. Ruggles had sent the Commissioners the Riverside Fishing Access Site Cooperative Agreement to review. There are a couple things still to adjust but everyone is excited to move forward with the project. The FWP Commissioners are set to meet in February of 2021 for signature. Mr. Graham said they need to look at possibilities for the area where they cleared out the Lekse & Meathouse properties. Mr. Seyler mentioned combining grants from Brownsfield and DEQ/ALM to help with planning and Snowy Mountain Development can help with hiring a firm to see what the Community may want. A Financial Feasibility Study will be going in on Friday December 18, 2020 and they will find out in March of 2021. Commissioner Borner asked if there is any kind of match to go with those grants? Mr. Seyler said there is no match but may need assistance for providing a location for the community to meet. (Dave Liggett joined the meeting) Ms. Nowlin gave the Commissioners a Musselshell River Roundup Reach Site Map with projects that are being worked on. Mr. Graham mentioned that the money for projects is here now.
Funding sources have already been found; we just need to have everything planned. There will be 3 years of maintenance done at the Meathouse site by DEQ/ALM. Mr. Liggett asked if a new Floodplain map would need to be done? Ms. Nowlin said Yes, new floodplain maps will be required for anywhere that there is a change in the base flood level. Scott Graham and Andrew Harper have been in communication about the necessary changes and have also been talking with the DNRC Floodplain people.

Commissioner Goffena made the motion to review and sign Certificate of Survey 2020-10 being a portion pf Section 8, Township 7 North, Range 25 East relocating common boundary line between adjoining properties submitted by Wilbur C. Harper and James H. Harper. Commissioner Borner seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Riverside FAS Cooperative Agreement with Fish Wildlife and Parks. Commissioner Borner seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Request for Payment Draw Down #3 in the amount of $2,261.00 For the Brownsfield RLF on the Farmers Union Property. Commissioner Borner seconded the motion. Motion carried.
