Clerk & Recorder Tomassi met with Commissioner Goffena and Mike Turley to discuss Commissioner meeting dates and times.
Commissioner Goffena and Commissioner Turley were sworn in by Judge Spaulding.
Clerk & Recorder Tomassi opened the meeting by asking if there was a motion for nominating a Commission Chair? Commissioner Turley made the motion to nominate Commissioner Mike Goffena as Commission Chair. Commissioner Goffena and Clerk & Recorder Tomassi seconded the motion. Commissioner Goffena made the motion to nominate Commissioner Turley as Vice-Chairman. Clerk & Recorder Tomassi seconded the motion. Motion carried.
Mike Eustice met with the Commissioners regarding a resident from Musselshell and the Musselshell Dump. Commissioner Goffena will mention it to the Refuse Board.
Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. There was a loader/skid steer sent to the fire on Smoky Rd. the chipper is now on consignment at Vermeer in Billings. The Road Report for 2020 was submitted. Today they are blading Farrel-town, Grazing District & Harris, continuing on Johnson and doing equipment & maintenance where needed. They also supplied a Future Road Improvement list for 2021. Sheriff Lesnik and Deputy Gatlin entered the meeting. Sheriff Lesnik asked about the procedure for drug testing now that marijuana is legal. Mr. Stockert said they are always randomly tested and the crew cannot smoke marijuana. It was suggested that the Commissioners talk to MACo to see if Musselshell County can be declared to be a “Drug Free Work Force”. The Road Department is against changing meeting days. Sheriff Lesnik agreed that Monday meeting days are best.
Sheriff Lesnik gave his weekly report to the Commissioners. Mr. Lesnik will be meeting with WWC Engineering to discuss an Impound Building and possible recreation area for inmates. There are 2 inmates in jail at this time. Wendy Nelson met with the Commissioners and Sheriff Lesnik regarding an issue at the Musselshell Dump. The Commissioners will take the issue to the Refuse Board.
Justice of the Peace Marking met with the Commissioners with estimates for a new copier. The Commissioners said yes. Mr. Marking also talked about possibly hiring a temp for vacations and time off. Ride, The Chamber of Commerce, VFW and the Legion are going to be having an Honoring our Hero’s event over the 4th of July Holiday and would like to see if the County can donate some money for funding. The Commissioner asked if he would come in closer to July to remind them and give more details.
DES Coordinator Harper gave his weekly report to the Commissioners. Mr. Harper had an e-mail that he has sent to the State regarding the PDM-16/FMA (FEMA)Grant Closeout. Mr. Harper gave the Commissioners the 2020 Burn Permit Statistics. Only 1 new address last week.
County Agent Solf gave her weekly report to the Commissioners. She would like to meet with Auditor Denning regarding and insurance line in her budget. Mr. Solf is trying to contact Kelly Gebhardt regarding Grandstand supports. The tractor is going to go to Musselshell Valley for maintenance for spring. Ms. Solf is going to Contact FWP about vaulted latrines at the campgrounds. They are working on an agreement between Golden Valley and Musselshell County regarding assistant pay. There are dangerous branches on trees at the fairgrounds that need to be taken care of.
Dallas Teini met with the Commissioners regarding the Musselshell Dump.
Bob Pancratz joined the meeting.
Dave Ponte joined the meeting and said he had heard that the Commissioners were going to change meeting dates. The Commissioners told him they were working on it.
There was no public comment.
Item #3 to approve and sign Resolution 2021-3 establishing Regular Meeting Dates of the Musselshell County Commission and to Describe Procedure for Public Participation was tabled at this time.
Commissioner Turley made the motion to approve and sign Resolution 2021-1 changing reimbursement rates for mileage to .56. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to approve and sign Resolution 2021-2 setting Legal Holidays. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to approve and sign Resolution 2021-3 establishing Regular Meeting Dates of the Musselshell County Commission and to Describe Procedure for Public Participation. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to approve and sign Resolution 2021-4 establishing Travel and Meal Reimbursement Rates for County Employees. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to approve and sign Resolution 2021-5 establishing the 2021 Elected Official Salary Compensation Board. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to approve and sign Resolution 2021-6 setting the Fire Season for the County of Musselshell for 2021. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to review and sign the EMPG Funding Commitment Letter submitted by DES Coordinator Harper. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to review and sign Draw Down #4 to WWC Engineering for work on the Farmers Union Brownsfield RLF in the amount of $3,629.25 submitted by Snowy Mountain Development. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Pancratz was sworn in by Judge Spaulding.
There being no further business the motion was made to adjourn. Motion carried.
