Commissioners February 5, 2021 Minutes

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz was present. Commissioner Goffena was absent.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda for the day. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Turley made the motion to approve the minutes from January 25, 2021. Commissioner Goffena had approved them before he left for the weekend. Commissioner Pancratz did not sign because he was not at the meeting.

Commissioner Turley and Commissioner Pancratz did not have any board meetings. Commissioner Goffena will give a report on the meetings he attended on February 12, 2021.

They are working on getting more information for storage.

They need to decide on where they COVID-19 reimbursement money is going to go factually & logically.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett asked the Commissioners about cleaning routines while there is a snow event. The Commissioners agree that snow removal is the priority. There will be a memo to Department Heads that they may have to do their own cleaning on these days. There were some issues regarding the County Complex that were discussed.

Cade Overstreet (Dallas Teini was present) with Representative Rosendale met with the Commissioners to ask if there was anything, they would like Mr. Rosendale to know? Commissioner Turley asked what Mr. Rosendale’s priorities are?

Mr. Overstreet said the VA and oil & gas are first and he will be in Billings touring the refineries on Friday February 19, 2021. Commissioner Turley wanted to make sure Mr. Rosendale works on keeping our coal mine going. The coal is very high grade per DEQ, it is an underground pit and there are no gas issues and it is very important for this community to have the mine. Another issue would be to make the permitting regulations easier for getting gravel for our roads. There are so many hoops to jump through it make it difficult and expensive for smaller Counties.

Mary Rose Beasley joined the meeting.

Dallas Teini met with the Commissioners to complain about N. Delphia road. The County was out, but only did half of the road. The Commissioners will mention it to Road and Bridge Supervisor Stockert.

Kenneth Davis from the Roundup Herald met with the Commissioners to petition to be the “Paper of Record” for the County. Mr. Davis said local news is the focus of the paper that he has been doing for the last 11 years. The Commissioners will put the issue on next week’s agenda.

DES Coordinator Harper gave his weekly report to the Commissioners. Mr. Harper gave the Commissioners an update for Emergency Services on their phones. State DES will be here the last week of February for a monitoring visit. Farrell Bridge project is out for 1 more week of public comment. Burning will likely be opened this week. 3 addresses were issues last week. The Pre- Disaster Mitigation plan kick off meeting is February 19, 2012.

County Agent Solf gave her weekly report to the Commissioners. There will be a calving demonstration seminar February 15, 2021, 1:00 at the fairgrounds. Fair Board meeting February 16, 2021 at 5:30 at the Extension Office. Ms. Solf was asked by the Central Montana Cattlewomen Association to do some classes in Lewistown, the first class will be “instant pots” in May, 2021. Ms. Solf went to FWP to see about available funds for vaulted latrines at the campgrounds and fairgrounds and was told there were no extra funds available. Ms. Solf feels there is a real need for a latrine at the campground and thinks they should take it out of the Capital Improvement fund.

Chief Probation Officer Koval met with the Commissioners to update them on what he does and the Community Work Service Program. Justice of the Peace Marking joined the meeting. The lights, doors issues at the County Complex were discussed. The Commissioners told them that the doors are here but they are waiting on a part that is back ordered because of COVID but it is being worked on and the lighting issue has been ok’d by the Commissioners to Eliasson Electric but Ms. Jett has not heard back from him. Ms. Koval left the meeting due to another meeting. Mr. Marking told the Commissioners that the Black Mountain Time Card Program is not working for their office. The court system case load and salaries were discussed. Mr. Marking asked the Commissioners if they were still willing to help with the costs of the July 4th “Honoring Our Hero” events. Commissioner Turley said they were and to get back to them again before the event.

Item # 1 to review and discuss the Roundup Non-federal/2022-loan and Grant letter from the Montana Department of Transportation Aeronautics Division was tabled by Commissioner Turley until we can get more information. Commissioner Pancratz seconded the motion. Motion carried.

Item #7 (TO BE VOTED ON FEBRAURY 12, 2021 AFTER PUBLIC COMMENT) Review Resolution 2021-9 for budget amendments was tabled by Commissioner Turley until after the public meeting on February 12, 2021. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Turley made the motion to appoint Nicole Borner, Stan Pisle, Kurt Lang and Jon Goffena to the Fair Board. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Turley made the motion to approve and sign Draw Down #5 for The Brownsfield RLF payable to WWC Engineering in the amount of $1,827.00. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Turley made the motion to review and sign the FEMA-FMA-PJ-08-MT-2016-01 letter from the Department of Military Affairs for the State of Montana regarding the Carson property. Commissioner Pancratz seconded the motion. Motion carried.

Review and sign the 2021-2022 PCT renewal Scheduled Property Acknowledgement Form for Montana Association of Counties submitted by Key Insurance. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Turley made the motion to review & sign the Federal Financial Report for the CARES ACT Grant for the Airport 3-30-0066-016-2020. Commissioner Pancratz seconded the motion. Motion carried.

There being no further business the motion was made to adjourn.
