Commissioners April 9, 2021 Minutes
The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.
Pledge of Allegiance.
CFO Chris Kirk joined the meeting for observation. Ms. Kirk will be calling Auditor Denning to go over accounting procedures. Mr. Denning will be here the week of April 25, 2021 sometime.
Commissioner Pancratz made the motion to approve the agenda as is. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to approve the April 2, 2021 minutes and the April 5, 2021 Road Department minutes as is. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Goffena and Commissioner Turley attended the zoom MDT/Goffena Bridge meeting at the County Road Department on April 7, 2021.
Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett is not sure if Larry Lekse had made it to the Extension Building to work on the overhead doors or not but she will check.
The Commissioner are going to get bids for a storage room in the Courtroom.
Sheriff Lesnik gave his weekly report to the Commissioners. Mr. Lesnik is going to move forward with getting the lift at the office to make it ADA compliant. There was a personnel issue.
DES Coordinator Harper and Fire Warden Russell gave their weekly report to the Commissioners. FEMA reimbursement was received this week and now they are working to close out the grant. The Strategic Advisory Committee recommended to no fund the Homeland Security Grant. Burning is closed. They may have to do a budget amendment for a possible seasonal employee to put up road signs.
Treasurer Hetrick gave the Commissioners the quarterly reports. FEMA money was discussed. Ms. Hetrick will meet with Auditor Denning at the end of the month.
County Agent Solf gave her weekly report to the Commissioners. Ms. Solf gave the Commissioners a quote for seed at the ballfield. There was a hazardous tree at the Campground that was taken down for safety. April 19, 2021 there will be a Fair Board meeting at the Extension Office. There is also a Roundup Community Partners meeting the 2nd Thursday of every month and Ms. Solf encouraged the Commissioners to try to go to a meeting.
Road and Bridge Supervisor Stockert met with the Commissioners to update them on the Goffena Bridge/MDT meeting that was this morning at 9:00 till 1:00. Floodplain Coordinator Harper will need to ok the change in the 1-foot variance on the permit. They need to see if the Museum would want some of the old Goffena Bridge which would save money and speed up the process. There will possibly be an on-site meeting soon. They will have to go out for bids on the foundation for the new County shop due to the price of material increases.

Commissioner Turley made the motion to suspend the rules to appoint Terry Frost to the Weed Board to replace Gil Majerus. Commissioner Pancratz seconded the motion. Motion carried.
Jeremy Fadness with WWC Engineering and Scott Cromwell from Slade Architect met with the Commissioners to discuss the Planning Board and some concerns about some County property. The Planning Board is supposed to meet once a quarter. The Commissioners would like to find out more information on ordinances for community decay, junk vehicles and zoning. Mr. Fadness is going to send information and a draft for planning and community decay to take to the Planning Board. They also are going to start reviewing the County Growth policy.
Sheriff Lesnik, Mr. Fadness and Mr. Cromwell met to go over the preliminary plans for the Sheriff impound building.

Commissioners April 12, 2021 Road Department Meeting Minutes
The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley was present.
Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. Joe Vescovi was present to discuss the culvert on Cameron Road. Mr. Vescovi suggested putting in an 18-inch pipe for irrigation. Mr. Stockert said he had talked to Kathie Thompson at Stahly Engineering regarding putting a pipe in and she thinks the Army Corps of Engineers would request a hydraulic analysis and Mr. Stockert doesn’t think they will allow an 18-inch pipe. The Commissioner are going to go look at the area and they will have to figure out what needs to be done.

Commissioners April 16, 2021 Minutes
The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda for the day after adding Joe Vescovi at 2:00. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to approve the minutes from the April 9, 2021 meeting and the April 12, 2021 Road Department meeting. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley attended the Watershed Board meeting. Deadman’s is at 87% but should reach 100% and there has been no snow runoff yet.
Commissioner Goffena attended the Weed board meeting and said they are very thorough and organized.
A resident called to ask about using the FAS site for a family reunion in July. The Commissioners will check into seeing if it can be used.
DES Coordinator Harper and Fire Warden Russell gave their weekly report to the Commissioners. Burning has opened with recent moisture. There was 1 new address last week. Section 1 of the EOP (emergency operating plan) has been sent to departments for approval. Red Cross Blood Drive is May 4th at the Ambulance Barn. May 11, 2021 they are planning an active DUI accident drill for the High School.
Stephanie Downs met with the Commissioners and CFO Chris Kirk. Ms. Downs was the County Manager for Petroleum County until 2006 and is willing to help Ms. Kirk learn about County Budgets and accounts for departments.
Joe Vescovi, Larry Lekse and Bob Goffena met with the Commissioners regarding Cameron Road and weather it is a County Road or not. The Commissioners are going to hire someone to do a search to clarify the issue.
Public comment:
Rose Martin, Bob Varney, Lavonne Rook from the Food Bank and Marcy Brookie and Amanda Brown with Area II Council on Aging were present to talk to the Commissioners about the Food Bank. They asked the Commissioners if there was a way to get funding for a paid position to work the Food Bank? There is a need to have it open more than just the 2 days it is open now. There is a lot of paper work with the commodity contract and ordering. The Commissioners will look into the budget and also call Snowy Mountain Development to see if there are any grants.
The County Attorney met with the Commissioners.

Commissioners April 19, 2021 Road Department meeting Minutes
Commissioner Goffena and Commissioner Turley were present. Road and Bridge Supervisor Stockert and Secretary Kenner were also present.
The Commissioners decided that there should be no further work done on Cameron Road until it is determined if it is a County Road. A bid package was submitted for approval. They will ask the Auditor if any of the COVID-19 reimbursement for the new building. The East gravel site is developed and in production. Blading was done on Parrot Creek, Golf Course, Horsethief Road and sanding was done for the 2 days of weather. Equipment was moved to East Parrot Creek Road in Section 16 for possible flash flood area created by the Bobcat Fire.
