MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP
HELD ON July 20, 2021 AT 7:00 P.M.
CITY COUNCIL CHAMBERS AND GOTO MEETING
The meeting was called to order by President Toombs. Clerk/Treasurer Lanter conducted roll call with council members, Long, Liggett, Vivirito, Erickson, Carlson, Griffith, and Fisher present. Also, present were Assistant Clerk Mann, Director Sibley, Compliance Officer Hoiland and Attorney Brooks by video. Mayor Jones was absent.
Moved by Liggett seconded by Vivirito to approve the minutes of the July 6, 2021 meeting amending claims. All in favor. Motion carried.
Moved by Fisher, seconded by Long to approve the agenda, adding Harold Lance, Advisor for AMKO as visitor. All in favor. Motion carried.
Public Comment: Caleb Adams, 813 6th St W. wanted to meet the council and witness a meeting.
Visitors: Harold Lance Advisor from AMKO- Can save the city money on bonds. Wants permission to submit an estimate. Wants to open bids, there is no financial responsibility to the City. Finance Committee will meet to discuss August 3rd at 6:30pm, will call Mr. Lance on his cell phone at 6:45pm to discuss.
New Business: 1st Reading of the Curb, Gutter, Sidewalk, Streets, Storm drains, and Sanitary Sewers Ordinance #475- Attorney Brooks thinks it’s a good idea for this ordinance and to follow State Law for SID. Recommends removing as tabled item.
Moved by Liggett, Seconded by Fisher to Remove Ordinance #475 as Tabled Item. All in favor. Motion carried.
Public Comment: Bruce Hoiland- Does this include Alleys? Will add Alleys to Ordinance after streets in Section 1: A per Toombs.
Moved by Fisher, seconded by Vivirito to approve Ordinance #475 an Ordinance covering curb. gutters, sidewalks, streets,storm drains, and sanitary sewers repealing ordinance, NO 463A. As amended. All in Favor. Motion carried.
City Attorney Brooks:
• Zoning Ordinance- Will coordinate with Mayor and Tanya for 1st reading in August or September. Should advertise to public.
• Resolution for new rest area extending ownership- Resolution 1143 place as an action item at next meeting.
Compliance Officer Bruce Hoiland: Rex Moss should be grandfathered in. That was the decision of the council at the last meeting per Toombs. Issued 4 permits. Received a call from Sheriffs Office on a run-away chicken, turns out it was a rooster, something I will not enforce.
Report out from Council Committee Meetings:
• Water Authority: Liggett- Ducks in a row for Phase one, possible bids in January.
Clerk/Treasurer Lanter: Mailed a draft of the budget to council. ARPA Funds added.
Director Sibley: Received an email from Greg Lukasik, Engineer for Great West, wants to know our thoughts on using a pre-fabricated building for the restroom project. Liggett and long think its worth looking into.
Crew is currently working on streets.

Moved by Long, seconded by Liggett to adjourn the meeting. Motion carried.
