MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON November 2 2021 AT 7:00 P.M.
CITY COUNCIL CHAMBERS AND GOTO MEETING.
Before the scheduled Council meeting, Mayor Jones swore in Cameron McCleary as a new Councilmember.
The meeting was called to order by Mayor Jones. Clerk/Treasurer Lanter conducted roll call with council members, Long, Vivirito. Liggett, Erickson, Carlson, McCleary, Toombs, and Fisher present. Also, present were Assistant Clerk Mann and Director Sibley. Attorney Brooks was present by video.
Moved by Liggett seconded by Vivirito to approve the minutes of the October 19, 2021 meeting. All in favor. Motion carried.
Moved by Erickson, seconded by Carlson to approve the agenda, All in favor. Motion carried.

Mayor Jones: At the beginning of the year, will work on committees. Toombs would like Jake brake discussion put on MDT committee.
Talked to a gentleman about renewable energy coming through Roundup. Will provide maps, Lon and Liggett will sit in on the discussion.
Brownsfield project (Stockman Bar)-There are some requirements before demo can begin and entities must sign off.
Burnt down property that left a hole in the ground has exceeded their time which was October 31st. Will refer to Brent for further action.
Attorney Brooks: Will work on letter to send to both owners of the burnt down buildings.
Currently working on Court Interlocal Agreement.
Council Discussion/Future Agenda Items: Report out from Council Committee Meetings:
• Park Committee Discussion: Toombs Reports-Preliminary discussion on pool, leaning towards two people running it, figuring out how to finance it. We are just getting started.
• Park Discussion: Toombs Reports- City guys will work on making 6 benches out of metal and attach plaques at the new playground. Sibley confirmed. North Western Energy will put poles up and City will pay the bill. No upfront cost. Sibley was thinking motion sensor lights for the Tennis Courts.
• Law Enforcement Interlocal Agreement: Went over changes. Brent will provide finished final draft at next meeting.
• Water Authority: Liggett Reports- Will meet next week. Got DNRC approval for 3.9 million @ 1.75% interest bond. Phase 1 is to Harlowton; Phase 2 to Roundup currently working on the Environmental Study.
Director Sibley: CBDG has restrictions so bids for phase 6 of the water project has to wait until January.

Councilmember Fisher- House North of the Ambulance Barn was torn down, pile just sitting there and is a safety issue. Mayor Jones will talk with Bruce.
Councilmember Toombs- Hole on Highway by old Malt Shop. Wondering if it would do any good to talk with Highway Department. Reported to Bruce about falling pieces from Wier building. Mayor will follow up with Bruce.

CITY COUNCIL CHAMBERS AND GOTO MEETING.
The meeting was called to order by Mayor Jones. Clerk/Treasurer Lanter conducted roll call with council members, Liggett, Erickson, McCleary, Toombs and Fisher present. Also, present were, Attorney Brooks, Assistant Clerk Mann, Director Sibley and Compliance Officer Hoiland. Absent was Long, Vivirito, and Carlson.

Mayor Jones: Handed out a draft of committees for 2022 to council.
Had a conference call with MLCT (Montana League of City and Towns) and MACO, may need to amend City Ordinance for Marijuana law. Attorney Brooks will look into it.
Roundup City Council Meeting Minutes
Attorney Brooks: Discussed with Mayor Jones about compliance of lots of burned down buildings. Will send a 10-day notice to comply to lot owners. Will issue a misdemeanor citation if they don’t comply. Will send a copy of the letter to Mayor and Bruce for review. Filling the large hole is more invasive than mowing weeds.
Compliance Officer Bruce Hoiland: Issued 1 permit. Mowed county properties, notified them by phone, email and in-person. An invoice was mailed to them today.
Councilmember Fisher wants a letter sent to the owners of the house that was torn down north of the ambulance barn, stating it’s a safety hazard and needs to be cleaned up. Bruce will follow-up next week.
Report out from Council Committee Meetings:
• Water Authority: Liggett- Met last Wednesday. Bids open January 12th., Fifteen interested contractors. Surveys are completed for Phase 2.
• Restroom construction options: consensus from council- agreed on material, color and bathroom options. Tanya will send to Bailey.
• Library Board: Toombs- Will meet Wednesday.
• Law Enforcement & Court Services Agreement Discussion-Mayor clarified changes; council good with it. Attorney Brooks will send a clean version to the mayor for review. Toombs suggested taking back fine funds. Will look at final draft of court services next meeting.
Toombs- don’t see a reason to have a planning board committee, city has no say on issues. By law we have to, per Fisher. Toombs will look into it.
Toombs was asked by Griffith and others if it would be possible to have the Golf Course on city Insurance? Tanya already checked into it, yes, it’s possible.
Clerk/Treasurer Lanter- Mailed Treasurer’s Report.
Director Sibley- Open bids for next phase of water project will be in January.
MOVED BY TOOMBS, SECONDED BY LIGGETT TO APPROVE RESOLUTION #1153. A RESOLUTION INCREASING THE CITY OF ROUNDUP’S CONTRIBUTION FOR PHASE SIX OF THE WATER SYSTEM IMPROVEMENTS FOR THE CITY OF ROUNDUP, MONTANA.
Public Comment: Bruce Hoiland likes Attorney Brooks idea of a 10-day notice and a misdemeanor citation if something isn’t done.

The meeting was called to order by Mayor Jones. Clerk/Treasurer Lanter conducted roll call with council members, Liggett, Vivirito, Erickson, Carlson, McCleary, and Toombs were present, Fisher and Attorney Brooks were present by video. Also, present were, Assistant Clerk Mann and Director Sibley. Absent was Long.

Visitors: Theresa Doumitt- Reporting for RCP (Roundup Community Partners) Gave a quarterly report. Kiosk project on hold, waiting to hear back on grants. Bench project delayed because of design. Got extension until April.
Central school update: Randy came to meeting. Received all capital. New bank in Billings will do most of the loans. Construction should start in January.
Mayor Jones: Talked to Diana Fawcett about plaques for benches, she will get back to us on prices. Council good with size of plaques.
It’s been a challenge getting paid with Salvation Army vouchers. We will not accept them at this time, we are not receiving money for water bills.
We will talk about lighting at the park at a later date.
Tree Board has sent info on what they are doing. Will scan and email to the council.
County paid $1100.00 to city, for mowing their properties.
Will take picture of Stockman bar to Snowy Mountain meeting.
Attorney Brooks: Burn Property update- Sent Mayor and Bruce a draft letter to Mr. Hatter. He visited with Mayor on Monday. He has sold the property. Mayor was told by Hatter, that they are looking to buy out Layboult and Rosebush to re-develop those lots. Toombs would like a letter sent to John Rae from Attorney Brooks, concerning loose brick on his building. According to Bruce, he sent a letter notifying John Rae of the concerns, Mayor will follow up with Bruce.
Unfinished Business: Floodplain Ordinance Revisions- Mayor will show at next meeting.
Report out from Council Committee Meetings:
• Planning Board: Toombs- Vivirito and Toombs attended. Discussed Floodplain. Commissioner’s plan to contact Mayor on Zone Ordinance. Looking at Decay Ordinance and Building Permits for County. South of rock plant, a minor subdivision.
• Justice Court Interlocal Agreement: Mayor read changes to draft. Council agrees on adding quarterly report and use of council room for attorney/client consultation and jury trials.
Director Sibley-Open bids in January for City and Water Authority.

The meeting was called to order by Mayor Jones. Clerk/Treasurer Lanter conducted roll call with council members, Long, Liggett, Erickson, Carlson, McCleary, and Fisher present. Also, present were, Assistant Clerk Mann and Compliance Officer Hoiland. Attorney Brooks and Vivirito were present by video. Absent was Toombs and Director Sibley.

Law Enforcement: Sheriff Lesnik- I was on the schedule for last meeting but I had the sniffles/cold. Lots going on at the sheriff’s office. Best crew in 17 or 18 years. Sleuth operating system was at its end of life. Had it since 1998. Purchased a new system, went to live scan for fingerprinting.
Had problems with the dog program, Ricco is gone. Shared pictures of what Ricco did while with the Sheriff’s office. New dog is not trained to sniff out Marijuana, should be a good fit.
Gave council a report of number from 2016 and 2017. Put 14 dogs in jail. Use to give warnings, not anymore, we are giving citations to all owners of loose dogs.
Concerned about influx of people. People are living in RV’s, no rentals in town. The ones living in RV’s are the cause of a lot of problems. If we can get rid of the RV’s, we get rid of most of our problems.
Looking to have volunteers to help with parades down Main St. Was very stressed with last one, exceeded his ability to secure and handle stuff. Would like a volunteer at every intersection to better control the parade.
Building is ADA assessable now.

Mayor Jones: Received quote for plaques. Big Horn Signs is cheaper and very nice.
Newsletter from Tracy Sears (DNRC) Floodplain was forwarded to council. Roundup Flood of 2011 is mentioned.
County Extension Office is hosting a list of webinars. A webinar on Estate Planning might interest the elderly in Roundup.
Attorney Brooks: Signature lines, some fine tuning and Legal provisions were added to the final draft of Justice Court and County/Law Enforcement Agreements. Mayor Jones will email a copy to all council members along with a hard copy given at next meeting. Will schedule a day and time with the County Commissioners in January to go over it.
Mayor Jones will have Floodplain Ordinance changes ready for review at next meeting.
Compliance Officer Bruce Hoiland: Floodplain recommendation since we were discussing it. Crazy to live in RV in floodplain. Mayor wants Code’s and Ordinance Committee to discuss, would like Brent to attend.
Issued 2 permits.
A group of people who purchased where burned down building on Main st was, would like to purchase one or two other lots. They are going to ask for input on new building. Mayor asked Attorney Brooks to hold off on sending letters until after the new year to see what happens with burned down lots.
Two people looking to build homes, running out of lots here.
Councilmember Fisher asked if anything was going on with the burned A & W building. Still held up with insurance according to Hoiland.

• Water Authority: Liggett- Met last Wednesday. Eleven or Twelve contractors were given a tour of phase 1 project. Bids will open in January.
Clerk/Treasurer Lanter- Mailed Treasurer’s Report.
Assistant Clerk Mann- Hunters reported 6 bucks and 2 Doe’s harvested so far.

WHEREAS, IN 2021 THE CITY OF ROUNDUP WILL APPLY FOR FEDERAL, STATE, LOCAL AND PRIVATE FUNDING TO REPLACE DILAPIDATED WATER MAINS AS THE RECOMMENDED ALTERNATIVE IN THE 2021 PRILIMINARY ENGINEERING REPORT.
