Roundup City Council Minutes

MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON July 19, 2022 AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS AND GOTO MEETING.

The meeting was called to order by Mayor Jones. Assistant Clerk Mann conducted roll call with council members, Long, Liggett, Vivirito, Erickson, McCleary, Toombs, and Fisher present. Also present were, Assistant Clerk Mann and Compliance Officer Hoiland. Attorney Brooks was present by video. Carlson, Clerk Treasurer and Director Sibley were absent.

MOVED BY ERICKSON SECONDED BY MCCLEARY TO APPROVE THE MINUTES OF THE JULY 5, 2022 MEETING WITH CHANGES TO A PUBLIC COMMENT FROM TROY EVANS. ALL IN FAVOR. MOTION CARRIED.

MOVED BY LIGGETT, SECONDED BY VIVIRITO TO APPROVE AGENDA ADDING DISCUSSION ABOUT GARBAGE PICKUP AND CHANGING THE DATE FROM JUNE 19TH TO JULY 19TH. ALL IN FAVOR. MOTION CARRIED.

Public Comment: None

Mayor Jones-Planning Board meeting will be August 11th at the Wells Fargo Building at 7:00pm.

Law Enforcement Committee will look more closely into the matter of complaint against the Sheriff.

Bid on Demo has been awarded by DEQ (Department of Environmental Quality) for abatement and cleanup of the Stockman Bar. Contacted the Department of Revenue about funds received if it can be allocated to the TIF (Tax Increment Financing) District. No Statutes prohibiting it.

Dan Clark will be here August 16th, will advertise in paper and on radio.

Notice in paper for amendment to zoning changes will be July 27th and August 3rd. Public Hearing will be September 6th

Attorney Brooks-Will be there in person August 11th and 16th.

Will finish warranty work letter and give to the Mayor and Lon.

Talked about Medical Marijuana with Assistant City Attorney.

Compliance Officer Hoiland-No permits this time. Family Dollar has an architect working on project. Long asked the location, C-Lanes per Bruce.

Vivirito is concerned about Dog Wash and hospital signs being placed on right of way. Bruce thinks the Dog Wash sign is ok and will take a look at the signs at the hospital tomorrow.

Toombs-met with Bruce and the Mayor. Bruce needs a new camera, computer and printer. His camera disappeared.

Unfinished Business: Interlocal agreement Justice Court Service tabled.

Council Discussion/Future Agenda Items: Report out from Council Committee Meetings:

• Water Authority: Liggett-went to site last week. Walls are up and roof is on the water tank. Looks nice. Treatment building has a roof. Pipe is in the ground north of Harlow.

• Law Enforcement Committee will meet August 2nd at 6:00pm.

• Fireworks Policy Discussion Code & Ordinance Committee-Erickson-committee talked about no fireworks on Main St. and possible changing times of discharge. Consensus of the Council on current Policy; McCleary- Fine with how it is. Toombs- Not sure at this point. Fisher- Restrict it on Main St. Vivirito- Agree with Fisher. Long- Restrict on Main St. Liggett- Fine with the time frame. Erickson- No fireworks on Main ST, problem is hearing them in at 1:00am. Mayor Jones- Liggett will do some word smithing and send a draft to Attorney Brooks.

• Trash Pickup: Liggett- City is out of trash containers, my daughter needs a dumpster or second container and isn’t getting trash pickup if placed on the ground. She needs trash pickup. Mayor will talk to Lon and find a solution.

• Pool signs: Fisher-Mayor showed me a picture of a sign about aggressive behavior. Would like some put up on all city property. Will give clarification on what the city won’t tolerate.

• Mayor will schedule a DOT meeting sometime in September.

Public Comment:

Bill Trent, 515 1st St W. When I was here last, there was talk about the V-1 Property, wondering what happened with it. Mayor Jones-He hasn’t come in with any plans yet.

Pertaining to the fireworks on Main St., do you have to have a problem before you fix it? You should designate three to four areas for people to shoot them off and limit the 12 days. Limit the days to 7:00pm-11:00pm. And eliminate June. It’s unacceptable as is. Maybe get the Sheriff’s Office a sound box so they can figure out where the fireworks are being shot off at. Mayor Jones-It will be considered when we meet again. Fisher- Was there physical damage to your house? No.

Sarah McNaughtan, 617 2nd St W. What was shot off by my house by kids was not a firework. Long-Did you report it to Law Enforcement? No, I opened the door and kids ran off. Undersheriff Bednar-There were no calls to dispatch on the 4th of July. Bill Trent- Maybe they don’t call because you don’t do anything about it.

John Perrella, 902 2nd St W. I went out with a Council person and drove the streets. Streets were pretty clean but, cleanup needs to be enforced every year.

Christy Wickhorst, 40 Horsethief Rd-I have dogs who are terrified of fireworks, they were a lot tamer than last year. 4th of July we celebrate, why do we do it for 12 days?

Council Action Item:

MOVED BY ERICKSON, SECONDED BY LONG TO APPROVE TABLING AMENDING PREVIOULY ADOPTED MINUTES OF MAY 9,2022. ALL IN FAVOR. MOTION CARRIED.

Public Comment:

Christy Wickhorst, we own 1201 Main St, the trailer park North of town. We were told by DEQ (Department of Environmental Quality) to get the cities approval to allow another trailer making it four. We have the space, outlet, water and sewer already. Mayor Jones- we will have Infrastructure Committee look at it.

Bill Trent-You need to check into getting a microphone so we can hear the council. Toombs- might be too much feedback. Mayor Jones- We will take a look at that.

Sarah McNaughtan- Could you look into an addendum for a permit to have more than two dogs?

Mayor Jones- Will put on the agenda for council discussion next meeting.
