MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON OCTOBER 18,2022 AT 7:00 P.M. CITY COUNCIL CHAMBERS AND GOTO MEETING.
The meeting was called to order by Mayor Jones. Clerk/Treasurer Lanter conducted roll call with council members, Long, Liggett, Erickson, Carlson, McCleary, Toombs and present. Fisher, Vivirito, absent. Attorney Brooks was present by video.
MOVED BY LIGGETT SECONDED BY CARLSON TO APPROVE THE MINUTES OF THE OCTOBER 4, 2022 MEETING. ALL IN FAVOR. MOTION CARRIED.

Law Enforcement: Bednar reported dispatchers out with covid. They received a Mid-Rivers grant for new software.
405 5th Street West would like to ask the council for a water bill adjustment. She had a leak while she was away from the property. The total bill is $409.28 she made a payment of $225.00. The infrastructure committee will meet at the next meeting to discuss.
Mayor Jones:
• The city applied for a planning grant to update the growth policy. The infrastructure committee will work with the grant writer on the updates.
• Attended the Leagues Conference in Kalispell. Was a challenging meeting setup. The conference was good.
• Looking at another planning grant for a parks plan. FWP has funds for trails. She would like the council to consider improvements on ice cream hill.
• Working with Brent about a tree board issue regarding hazardous trees on the boulevard that needs taken down against the property owners wishes. The trees are dangerous. A new tree will be planted at no cost to the home owner. Asks the council to go look at the trees at 924 3rd Street West.
City Attorney Brooks:
• Received the certified receipt from KLE Construction. He will place a call to the owners in North Dakota.
• Lesnik brough to his attention some marijuana gummies that are being sold at the new vape shop. After investigating they are perfectly legal to be sold.
• Working on repealing the fumes ordinance
Compliance Officer Bruce Hoiland:
• Listed permits issued.
• Reported FW & P has funds to spend on trails
Unfinished Business:
• Fireworks Ordinance: Mayor Jones-Will start working on it the end of the year.
• MDT Meeting: Mayor Jones- Will schedule it the second meeting in December. Would like Carlson, Fisher, and Long on the Committee.
Report out from Council Committee Meetings:
• Water Authority: Dave Liggett-Phase 1 continues. Lots of work is being done.
Phase 2 is working with the Roundup Mesa subdivision and the colonies about tying in.
• Infrastructure Committee discussion on Adelle Bissonette street concerns. 5th Street west is not paved, but is in the City limits. Options to have it paved are creating an SID, which is up to all the homeowners on that street. Council will discuss more at the next meeting on the creation process of an SID.
• PO BOX issue matter has been resolved.
• Letter from Brittany Hough- no dog signs will be installed. 15 mph signs will be an action item at the next meeting for installation.
Action Item Claims- Rural Heating and Cooling for $1,436.00 moved by Toombs seconded by Liggett. Motion carried.
