Commissioner December 30, 2022 Minutes

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley, Commissioner Pancratz and Clerk and Recorder Tomassi were present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve today’s agenda. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Board Information:

Commissioner Goffena attended the ribbon cutting ceremony for the new kiosk on Main Street. Commissioner Turley attended the Refuse Board meeting where the budget and personnel issues were both discussed.

Maintenance Supervisor Jett gave her weekly report to the Commissioners.

Troy Evans met with Commissioners and discussed the possibility of looking into an animal ordinance or some kind of procedure that citizens can follow when finding stray dogs within the county.

County Agent Solf gave her weekly report to the Commissioners. Ms. Solf discussed her annual performance review that she will be receiving. She also discussed all the upcoming conferences that she will be attending.

DES Director/Fire Warden Russell and DES Coordinator Rook gave their weekly report to the Commissioners. There were two new addresses assigned this past week. Mr. Russell discussed grants with the Commissioners.

Commissioner Goffena opened the 2:30 public meeting regarding budget amendments for appropriations. There were no public comments.

Commissioner Goffena opened the 3:00 business meeting. There were no public comments.

Commissioner Pancratz made the motion to approve and sign the Montana Board of Crime Control Grant No: 19-V01-92409 submitted by Victim Witness Advocate Allen. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to approve and sign the Encroachment Permit for an approach in Section 3, T-6-N, R-27-E, submitted by Signal Peak Energy that was investigated and approved by Road and Bridge Supervisor Stockert. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to approve and sign Resolution 2022-39 for the Refuse 5410 Budget Amendment due to Auditor adjustment. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to approve and sign Resolution 2022-40 accepting $58,894.00 from the Department of Justice for window coverings at Roundup Schools. Fund 2916 COPS Grant Community Oriented Policing Services). Commissioner Pancratz seconded the motion. Motion carried.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion. Motion carried.

Commissioner Goffena signed Journal Voucher 1002 to correct animal feed that came out of prisoner’s meals.

Commissioner Goffena signed Journal Voucher 1004 Claims 24043 and 24044 for Musselshell Cemetery were coded to the wrong fund, should have gone to fund 7302.

Commissioner Goffena signed Journal Voucher 1005 Correcting July payroll posting to move from 2371 to where it should be expensed to.

Commissioner Goffena signed Journal Voucher 1006 Correcting August payroll posting to move from 2371 to where it should be.

Commissioner Goffena signed Journal Voucher 1007 Correcting September payroll posting to move from 2371 to where the funds should have been expensed from.

Commissioner Goffena signed Journal Voucher 1014 Correcting Road claim 24224 entered incorrectly, claim was done correctly, just mis-keyed in claim. (cancelled= duplicate)

Commissioner Goffena signed Journal Voucher 1015 Correcting Road claim 23796 to go from 2820 to 2110.

Commissioner Goffena signed Journal Voucher 1040 Removing old TRS balance from the payroll clearing fund.

Commissioner Goffena signed Journal Voucher 1010 Correcting revenue posting for LATCF Grant project 109.

Commissioner Goffena signed Journal Voucher 1011 Correcting Roundup Cemetery claims- moving expenses from acct 430910 to 430930.

Commissioner Goffena signed Journal Voucher 1012 Correcting Road claim mis-keyed in claim.

Commissioner Goffena signed Journal Voucher 1013 moving prisoner expenses from law enforcement to jail expense account.

Commissioner Goffena signed Journal Voucher 1042 Distributing High School retirement money to Melstone School.
