Musselshell County Commission Minutes

Commissioners March 3rd, 2023

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda for the day as is. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve the minutes from the February 24, 2023 meeting as written. Commissioner Pancratz seconded the motion. Motion carried.

Board meetings

Commissioner Pancratz attended the Fire Council meeting Thursday March 2, 2023. General information and discussed the Mine incident and future trainings.

Commissioner Turley and Commissioner Goffena attended the Melstone City Council meeting on Monday February 27, 2023 to discuss the grant for their water improvement project. County Attorney Larsen and Under Sheriff Bednar were also present to discuss City Ordinances.

Commissioner Turley attended the Roundup Memorial Hospital District meeting on March 2, 2023.

Commissioner Turley attended the Refuse Board meeting on February 28, 2023. The Concrete in the metal area was discussed and the wear and tear on the skid steer. They burned at the Melstone and Musselshell sites.

Commissioner Pancratz met with CFO Kirk regarding the contract with Denning and Downey Associates.

The Commissioner met with Joel Johnson and McKenzie Roberts from Tamarack, Duane Snook and Cathy Barta from Snowy Mountain Development regarding the Homes on the Range building and doing a feasibility study. They would like to have documentation on the maintenance that has been done over the last 10 years.

Maintenance Supervisor Jett called in to let the Commissioners know she is getting a bid for the railings at the Commons.

Pam Walling with MACo called in to talk to the Commissioners about the employee medical benefit renewal. The Commissioner will decide at the 3:00 business.

County Attorney Larsen met with the Commissioners.

Sheriff Lesnik gave his weekly report to the Commissioners. Under Sheriff Bednar applied for an NRA Grant for 5 new Patrol Rifles. The grant is approved at the State level and now will move on to the Federal level. There was a closed-door HR issue.

DES Director Russell, Coordinator Rook and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. Thursday March 2, 2023 at the Fire Council meeting they discussed the new UTV and what funds will be used to pay for it. Social Media training and policies were discussed and approved. They are going to set up more training with the County VFD, Commissioners and Signal Peak Mine for better communications during an incident. They also want to establish a Mine Safety Team.

Owen Anderson met with the Commissioners regarding using some of the FEMA buyout property for setting up a fire wood cutting area. The Commissioners will contact DES Director Russell to find out if it would be allowed.

Public Comment:

Theresa Doumitt told the Commissioners Roundup Community Partners (RCP) applied to the Montana Mainstreet Impact Programs for a “wayfinding” grant and received $50,000.00 this will be for banners and signs. Morgan Belveal will be the grant manager. Ms. Doumitt told the Commissioners the contractor has started working on the Central School Building.

Charles Gettelman, Mike Pratt from Roundup Mesa Subdivision asked since the meeting date was changed due to weather, when is the date for all of the letters to opt out of getting the Montana Regional Water? The Commissioner had not heard a new date mentioned, so it is still March 15, 2023.

Ken Naylor and Warren Hanson, Also, from the Roundup Mesa Subdivision ask who paid for all of the letters that went out to the land owners by certified mail? The Commissioner told them it was Monty Sealey.

No further public comment

Commissioner Pancratz made the motion to sign the MACo Medical Benefit Renewal Form. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to take requests for Proposals for Engineering at the Airport submitted by KLJ Engineering under advisement. Commissioner Pancratz seconded the motion. They will ask the County Attorney to look at it.

Commissioner Goffena made the motion to suspend the rules to add Resolution 2023-12 to the addenda. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2023-12 for prosecution assistance in State vs. John Arnold Hartman. Commissioner Goffena seconded the motion. Motion carried.

Aaron Belveal, Vern and Patty Lang, Lynn and Judy Rettig and Bud Goffena met with the Commissioners regarding the purchase of a piece of land the County owns in Musselshell. The Commissioners all agreed that they would not sell the property to avoid any discontent.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.
