Commissioners march 31, 2023 Minutes
The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.
Pledge of Allegiance.
Commissioner Goffena made the motion to approve the days agenda as is. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to approve the minutes from the March 23 water District meeting as amended by the Commissioners. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Pancratz made the motion to approve the March 24, 2023 Commissioner meeting minutes as written. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena attended the Montana Association of County Road Scholars (MACRS) Convention in Great Falls this week. There were three scholars from Musselshell County that received their Masters vests: Supervisor Tom Stockert, David Skagen and Greg Turley. There were 62 scholars in the State. Commissioner Goffena also talked to Susan Swimley regarding the Proposed Riverside Fishing Access. Ms. Swimley will start working on the project again.
All Commissioners and County Attorney Larsen attended the seconded Proposed Water District meeting on March 30, 2023. Minutes will be separate.
Commissioner Turley attended the Refuse Board meeting on Tuesday March 28, 2023. They are going to be advertising for a part-time employee.
Commissioner Pancratz has been working with Susan Hayes from GreatWest setting the boundaries for the Proposed Water District.
Sheriff Lesnik gave his weekly report to the Commissioners. County Attorney Larsen was present. (Joey Grewell from U.S. Representative Rosendale’s office joined the meeting) House Bill 562 setting term limits for elected officials was discussed. Term limits at the County level would be very hard on Musselshell County. Some of these elected officials worked for the County for years before running for office, so they know how the office works and what needs done. If there was an eight-year term limit, that official would have truly just started to get comfortable at the goings on in that department. Also, why would someone take the position and knowing that they will not be able to retire from it. Mr. Grewell will take our concerns to Mr. Rosendale. (CFO Kirk joined the meeting) Commissioner Pancratz and Sheriff Lesnik had met through the week to discuss the Dispatch Budgets. There are two different budgets for Dispatch. One is personnel and one is technology. CFO Kirk said Rhonda Sullivan with the 911 Program said the 2 cannot be separate. There will be a meeting set up to discuss the issue. Credit Cards limits and payments were discussed and they are going to check into getting Debit Cards instead. Cheryl Ramsey was promoted to Dispatch Supervisor.
County Attorney Larsen talked about the final Water District meeting. They will set it for April 20, 2023 at 6:00.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. Rural Addressing Assistant Gomez and his wife welcomed a baby girl March 27, 2023. They would like to attend the ESRI training for the County Map books. There is an active shooter training in Melstone Saturday April 1, 2023. There is an Eastern Region Workshop on April 4, 2023 this will finalize the PDM. They are working on getting the command trailer set up.
Treasurer Hetrick met with the Commissioners with the list of properties coming up for Tax Deed. There will be a Resolution on it next Friday and if they are not paid, they may go into the paper.
CFO Kirk met with the Commissioner to discuss the 911 program and what the money is supposed to be spent on. They will be meeting with Rhonda Sullivan on Friday, April 7, 2023.
Ron Solberg and Jim Vivorito met with the Commissioner with an HR issue.
Public Comment:
Michael Jacko met with the Commissioners regarding how many homes can be on a 20-acre parcel. Mr. Jacko was directed to call the Sanitarian Megan Spry. Mr. Jacko also asked if marijuana sales were allowed in Musselshell County. The Commissioners said no.

Commissioner Goffena made the motion to table the Managed Service Renewal with Systems Technology Consultants. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign the Agreement with Riverstone Health and Musselshell County for the Special Supplemental Nutrition Program for Woman, Infants and Children. (WIC) Commissioner Goffena seconded the motion. Motion carried.
Commissioner Pancratz made the motion to Review and sign Resolution 2023-22 for the Weed District to receive a Department of Agriculture Grant. Commissioner Goffena seconded the motion. Motion carried.
Monty Sealey came in with an update on the Central Montana Regional Water Authority.
There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Pancratz seconded the motion. Motion carried.
April 3, 2023 Road Department Meeting.
Commissioner Turley, Commissioner Goffena, Road and Bridge Supervisor Stockert, Secretary Newman County Attorney Larsen and Steve Tyrrel were present. Eagle Rock Road was discussed. We need to do some research on if and when it was ever petitioned to be a County Road. There is an issue with a resident on Daily Road that is destroying the road. They are going to be working with Rosebud County to possibly fix the bridge-on-Bridge Road. House Bill 355 will be giving each county the funds to fix it. While at the Montana Association of Road Scholars (MACRS) Mr. Stockert learn of a “Stabilizer” that will turn roads into concrete if applied. The Commissioner are going to go with Mr. Stockert to look at a potential new gravel pit on CA Road. Dean Creek Road was discussed. The industry the Amish Community is creating is destroying the road. There will be a meeting of concerned residents at the Friday April 7, 2023 meeting at 9:00.
