Commissioners May 12, 2023 Minutes

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda for the day as is. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to approve the May 5, 2023 minutes as written. Commissioner Goffena seconded the motion. Motion carried.

Board Meetings:

All Commissioner attended the Homes on the Range building meeting on Monday May 8, 2023. There is going to be a feasibility study done to determine if they can repair the foundation on the existing building or if they need a whole new building. If a new building is needed the County owned property to the East may be an option. They will revisit in July.

Commissioner Goffena attended the Airport Board meeting on Wednesday May 10, 2023. KLJ Engineering was present. Airport improvements. Hangers and future terminal were discussed. They have 33,000.00 in ARPA money needs used by the end of June 2023.

All Commissioners attended the MACo Townhall meeting on Thursday May 11, 2023. Senate Bill 442 that was Vetoed by the Governor to keep money out of Counties for roads. The Commissioners are all disappointed the Governor’s veto harms rural communitiy development.

All Commissioners attended the Roundup Community Partners (RCP) meeting Thursday May 11, 2023. They think it was a well ran meeting. There are a number of properties that have been sold for businesses and they will be doing ribbon cuttings for grand openings.

Clerk & Recorder Tomassi met with the Commissioners with a personnel issue.

The Commissioners had a telephone call from John Minock. Mr. Minock has a consulting company and is interested in doing storefront restoration on Main Street and asked what needs the Commissioners thought the community needs most. Commissioner Goffena said housing is needed badly. The Commissioner directed Mr. Minock to Snowy Mountain Development for suggestions on possible grant.

County Attorney Larsen and Victim Witness Advocate Allen met with the Commission. Mr. Larsen had Commissioner Turley sign a letter for “graduating parents” from the Superintendent of Schools. Ms. Allen explained the North Delphi Fire “Settlement Agreement” letter that is on the 3:00 business for signature.

Sheriff Lesnik gave his weekly report to the Commissioners. The COPS Grant for an “School Reserve Officer” SRO went in Monday may 15, 2023. His budget was discussed and he will be talking to the Department of Revenue to see why our county property assessment is so low.

DES Director Russell and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. They have been reviewing the culvert grants and hopefully they will be submitted in the next few weeks. Several residents have been referred to our Floodplain Administrator Cody Marxer for answers to some questions. There was a structure fire and a fire truck was damaged. They will be working on an “Emergency Operation Plan” (EOP) with all schools. They are working on an “emergency fuel plan” The Smith Road easement problem continues and now UPS and FEDEX will no longer deliver.

Treasurer Hetrick gave the Commissioner the April Cash Reconciliation report.

Angie Mozqueda met with the Commissioners with an update on her prevention work with the Community. Lura Pitman was also present. Family trivia night at the Back Porch went well as did the Mother’s Day paint night. They are wanting to do a Bingo Night. Ms. Mozqueda is looking into Alcohol server training to update servers on fake ID’s. It’s great that the Schools and County are working together to get a School Resource Officer (SRO) Results from the last years survey data is in and 64% of our kids are depressed and/or suicidal.

Lura Pitman did her recorded meeting update with the Commissioners.

Ambulance Director Solberg told the Commissioner Thad McGrail and John Thomas with Systems will be here next week with the new phone system update

Public Comment:

David and Wendy Shreeve were present to ask about using the Commons kitchen for baking bread. The Commissioner had a telephone conference with County Attorney Larsen and MACo this morning regarding this and MACo is going to look into it more.

Monty Sealey was in to get an application for a CDBG grant with the County for the golf course to get air-condition.

Commissioner Goffena made the motion to sign Resolution 2023-29 Ordering the Cancelation of Personal/Mobile/Real Estate Property Taxes submitted by Treasurer Hetrick. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2023, 30 to receive the Signal Peak Foundation Grant for Body Armour for the Sheriff’s Office in the amount of $7008.00. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign the Settlement & Release Agreement for the North Delphia Fire submitted by County Attorney Larsen. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign the Authorization Letters for Airport Engineering by KLJ for Delphia to submit payment requests and DBE Connect to submit reports and goals on Musselshell’s behalf. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Turley signed Journal Voucher 1059 reversing auditor JV #1023 re: CARES Act fund per Robert Pancratz.

Commissioner Turley signed Journal Voucher 1061 correcting WC 11743 to go to the Water Commission instead of Clerk of Court.

Commissioner Turley signed Journal Voucher 1062 First Semester payment Transportation Distribution.

Commissioner Turley signed Journal Voucher 1063 cancelling outstanding warrants and moving the cash to the general fund. If a payee comes in for their money, it will be distributed through the general fund.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.

May 15, 2023 Road Department meeting.

Commissioner Turley, Commissioner Pancratz Road and Bridge Supervisor Stockert and Secretary Newman were present.

Sealed bids were opened for the Toyota pickup. The bid of $526.00 was the highest. Alec Roy Road had 4 inches of rain in 30 minutes and was a disaster. They worked on it all weekend. They are going to use the BARSSA funds and getting bids on crushing gravel from Fred Winkler. CFO Kirk joined the meeting to discuss the budget.
