Commissioner August 18, 2023 Minutes

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present. Minutes were done by Garilynn Rapp.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda as is. Commissioner Pancratz seconded the motion. Motion carried.

Board meeting:

The Commissioners attended a meeting with Governor Gianforte. The Governor signed business friendly bills as well as housing improvement bills into law. They reviewed Musselshell County Road projects, including the replacement of the bridge by the fairgrounds, which is a priority for the Montana Department of Transportation.

Maintenance Supervisor Jett gave her update to the Commissioners and discussed county maintenance operating needs.

Mayor Jones met with the Commissioners regarding Memorandum of Understanding for court services with Justice of the Peace Marking.

Sheriff Lesnik gave his weekly report to the Commissioners. Reviewed 2023-2024 equipment and personal needs.

DES Coordinator Rook gave the weekly report to the Commissioners. I aresponding has been implemented for the Bull Mountain Fire Department, they are working to get everyone set up. There were 2 fires in Musselshell County last week and 1 Mutal Aid to Yellowstone County. 6 new addresses were given. Final reimbursement has been submitted for EMPG. The department is finalizing numbers for this fiscal year.

County CFO reviewed the 2023-2024 Budget Appropriations, and preliminary 2023-2024 budget.

Public Comment

Commissioner Goffena made a motion to sign the Area II Agency on Aging Certification Match in the amount of $15,273. Commissioner Pancratz seconded the motion, motion carried.

Commissioner Pancratz made a motion to review and sign the Notice of Bid Award and acceptance of the Proposal for the Musselshell Community Water System Improvement in the amount of $6,500.00 submitted by Balock Excavating, Inc. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made a motion to suspend the signing of Resolution 2023-42 changing the Commissioners Claim day to every Friday of the month at 8:00 AM. Commissioner Pancratz seconded the motion, motion carried.

Commissioner Pancratz made a motion to Suspend Rules to Sign Encroachment Permit in Section 17, T9N, R-25E Musselshell Rd, submitted by Ronald & Jane Kelly. Commissioner Goffena seconded the motion, motion carried.

Theresa Doumitt- Update on the Welcome Center Project. The area will be landscaped and have benches installed on Tuesday, August 22nd. Electric should be completed by end of next week.

Pam Carter corrected the record, as recorded on the June 16th Commissioners Meeting Minutes. The Commission attended the Human Resource Development Council finance meeting in Lewistown on June 13, 2023. Not Area II Agency on Aging nor Musselshell Council on Aging.

Mayor Jones, Dwane Snook, Mike Morgan and Pam Carter reviewed the Homes on the Range updated lease agreement sent out this week to County Attorney Larsen, City Attorney Brooks, and copied to the Commissioners. This is an amendment to the lease agreement dated 12/28/2018.

Dave Shreeve, Wendy Shreeve, Monte Sealey, Warren Hanson, Tom Harsch came into review the status of the Water District. Commissioners confirmed that the election was subject to an official canvass, which will be taking place next week. The Board is in the process of registering the water district with the State of Montana. The 3rd Phase of the water project is currently out for bids, with a Notice to Proceed expected in Sept. Roundup is still targeted to receive water December 2024.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.

August 22 Road Department meeting.

Grader rebuild (upgrade) will cost about $250,000 which Road Department will use out of the large Capital improvement fund. T&E will take the grader to Great Falls for the rebuild. It will take approximately 2 to 3 months for the work to be completed.

Goffena Road project has been started back up. Road Dept. is working on intersection. And has worked on culverts & cattle guard.

Treatment on Mine Hill is scheduled for Wednesday

Russian olive tree stuck under the bridge on Melstone-Custer Rd. Only option for getting it out is to build a road down to it for easier reach, or hire it out. Road department will call Balock and see how much he will charge to remove the tree.

Road Dept. will be putting the old Red River belly dump trailer up for bid.

Road Department has gotten the ok for funds to gravel Hawk Creek Road. Tom has called for them to start crushing gravel. The plan is to start working on the road sometime in October (weather permitting). Road department has already been out cleaning culverts & cattle guards getting ready for the upcoming work to be done on the road.
