Commissioner January 19, 2024 Minutes
The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.
Pledge of Allegiance.
Commissioner Goffena made the motion to approve the agenda for the day. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to approve the January 12, 2024 minutes as written. Commissioner Goffena seconded the motion. Motion carried.
There was no public comment on several budget amendments that will be on next week’s business.
Public comment:
Theresa Doumit called in and wanted to update the Commissioners on a possible Grand Opening for the Welcome Center Kiosk. They are planning it for the day R.S.V.P is having their trade show, April 20, 2024. The Commissioner agreed to the day.

Commissioner Goffena attended the CMHD meeting in Winnett. There have been 3 people apply for the Sanitarian position. There were 96 sanitation permits done in 2023. 38 to 40% of the budget has been spent so far. They have done 672 immunizations.
Commissioner Turley attended a Bull Mountain Land Owners meeting with suggestions on monitoring their water.
Commissioner Turley and Commissioner Goffena did the claims for the week.
Claims = $150,223.94
Angie Mozqueda with Youth Cares and Jody Dahl from the Jody Alise Foundation met with the Commissioners. Ms. Mozqueda reported there are now 9 students in the Youth CARES program and hope to have 15 by the end of the month. The State would like to revamp the Local Advisory Council (LAC). They are going to be sending out flyers with a survey to see when would be best to have the meetings. Prevention is funded by the State. Roundup has lost a lot of services from the Mental Health Center; The Foundation is going to be going out for the grant. Ms. Dahl said over the next 5 years she hopes to have something in place for mental health. She gave the Commissioners a flyer from Catalyst for Change, a company that provides access to 47 health care professionals across the nation that works with Counties, Schools and hospitals.
County Agent Solf gave her weekly report to the Commissioners. The South-Central Ag Tour is January 30 in Lavina. They are trying to start up a “Memory Café” for care givers.
Sheriff Lesnik gave his weekly report. Floyd Fisher and Bruce Hoiland were also present. The Black Mountain Software is showing different days, which is a problem for payroll. Mr. Lesnik is worried about ice jams with the warmer weather coming up. The County needs to come up with a new County Attorney if Adam Larsen gets elected as Judge. Bruce Hoiland had questions about an ongoing investigation.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. They are going to be working on getting a dozer for the dump through the Department of Defenses’ surplus property. The power outage was a busy time and learning lesson for a few things. Only 1 person utilized the warming shelter. The 2023 VFA grant closed out. 1 more person signed up to be in the FEMA buyout.
Treasurer Hetrick met with the Commissioners regarding doing a resolution for the 95 Mills.
Road and Bridge Supervisor Stockert met with the Commissioners with a Goffena Bridge update.
Ambulance Director Solberg visited with the Commissioners but there was nothing to update them on.

Commissioner January 26, 2024 Minutes
The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.
Pledge of Allegiance.
Commissioner Pancratz made the motion to approve the agenda for the day after adding an Encroachment Permit for an approach in Section 33, T-9 N, R 28 E submitted by WNV IV, LLC Wade & Shona Verke. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve the minutes from the January 19, 2024 meeting as written. Commissioner Pancratz seconded the motion. Motion carried.
There was no public comment on the Several Budget Aments.
Regular Public Comment:
David Ponte With the Middle Musselshell County Water Authority met with the Commissioner to let them know that they will be having their meetings the first Tuesday of every month (for now) 6:00 P.M at the Ambulance Barn. They are trying to implement a small payment for collecting grant funding & cost share. Commissioner Pancratz is going to contact Susan Hayes from GreatWest to find out how much of the remaining balance from the PER is available the help with the grant administration.
Theresa Doumitt called in to the Commissioners to let them know she is going to do some research regarding grants available for main Streets building repairs. There is a lot of infrastructure money out there that can be used. The Commissioners will be meeting via Zoom with Ms. Doumit and Karen Byrnes of the Butte Silver Bow Community Development Director at 9:00 February 2, 2023.

Commissioner Pancratz made the motion to and sign the 2024/2025 PCT Renewal Scheduled Property Acknowledgement Form. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign Resolution 2024-7 calling for an Election on the Question of a Local Government Review and Establishing a Study Commission. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to Sign Resolution 2024-8 for several Budget Amendments. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign Resolution 2024-9 to receive a Montana Board of Crime Control grant for the Sheriff’s Department for Zerker updates. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign Resolution 2024-10 Amending the Mill Levy for the State Equalization, County High School Equalization and County elementary Equalization Mill Levy Authority for the Fiscal Year Beginning July 1, 2023 and Ending June 30, 2024. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign Certificate of Survey 2024-3 for Section 24, Township 7 North, Range 27 East Tracts 1 & 2 submitted by SMP Management. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign Certificate of Survey 2024-4 for 2 tracts in Section 9, Township 6 North Range 24 East submitted by Virginia Fidel and Diana Larson.

Commissioner Goffena attended the Council on Aging meeting Tuesday January 23, 2024. They have a new director, Tracy Moody. Linda Harshman was put onto the Board. They purchased 2 new refrigeration units with ARPA money. They donated the old ones to a church for their summer camp. They have ordered a new stove also. Anyone using the buses need put onto insurance.
Commissioner Turley and Commissioner Goffena attended the Public Growth Policy meeting for the City of Roundup at the Commons Monday evening January 22, 2024

County Attorney Larsen met with the Commissioners.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. There was FEMA meeting this morning regarding the spring flooding. The need a list of equipment used from the Road Department. The Old Milwaukee Bridge grant was cancelled and they will be working on another one. There was a structure fire on Sundown. Mr. Russell will be sitting on the panel at the MACo Winter Conference in Great Falls at the end of the month.
Ambulance Director Solberg gave his weekly report. Mr. Solberg will be getting the new ambulance on February 5, 2024. The grant from Signal Peak for oxygen has come in.

Monday January 29, 2024 Road Department meeting.
Minutes were done by Road Secretary Newman.
The FWP Permit for tree removal in the river was denied since FWP and Musselshell County are working on developing that area for a Fishing Access Site. FWP feels it’s in the best interest to leave it as it is, and when the time comes, and we are in the final phases of starting work on that area for Fishing Access, they will then consider issuing a 124 permit. MDT wanted the material tested on Goffena Road before you get on the bridge to make sure it is up to their standards. Unfortunately, samples were not taken from the proper location on the road. They may need to come back and get new samples. Refuse site has been contacting the Road Department for help moving their containers. We have been able to assist, but if nobody is available, we cannot. We learned the refuse site is having a few problems and trying to work everything out.
