Commissioners February 2, 2024 Minutes

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the minutes for the day. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to approve the minutes from the January 26, 2024 meeting as written. Commissioner Goffena seconded the motion. Motion carried.

No Public comment.

Commissioner Pancratz made the motion to table signing Certificate of Survey 2024-4 for 2 tracts in Section 9, Township 6 North Range 24 East submitted by Virginia Fidel and Diana Larson. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign Certificate of Survey 2024-5 for a parcel in the SE4 of Section 7, Township 7 North, Range 27 East, submitted by Michael Lee Ernest. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Turley and Commissioner Pancratz did claims Wednesday January 31, 2024. Claims = $268,010.76

County Agent Solf gave her weekly report to the Commissioners. They are working on the calendar for the Fair Board meetings. Next week there are 4H Club visits. Ms. Solf had her annual review and they are concerned with how much time she may spend on the fairground given the increase in fairground activities.

Theresa Doumit and Karen Brynes with the Butte/Silverbow Community Development met with the Commissioners to discuss available funding for vacant and historical buildings. Is there an ordinance with the City for dangerous buildings? Are they Sealed for preservation by the owner? What is the appraised value of the building. Ms. Brynes will get a packet together and send to Ms. Doumitt to share with the Commissioners.

Road and Bridge Supervisor Stockert met with the Commissioner to let them know that the intersection for Goffena Road tested at a 4.

Bronya Lechtman, Steve Charter and Tom Baratta with the Bull Mountain land Owners Association met with the Commissioners. They want it known that they are not an “Environmental Group” they are land owners just protecting their land. They are working on revising their by-laws. They are worried about their springs disappearing and the fact that there are less animals because of it. They are going to be checking with the Bureau of Mines to help with monitoring the water. They are committed to the health of Musselshell County.

The County Attorney visited the Commissioners.

Sheriff Lesnik gave his weekly report to the Commissioners. The boiler is not working in the Sheriff’s office. Investigations are ongoing. Fencing on private roads is an issue they are working on. There has been an increase of missing road signs. They are going to be redoing the lights in the office and will get a rebate from Northwestern Energy.

DES Director Russell, Coordinator Rook and Derin Gebhardt from the Musselshell Community Foundation. Mr. Gebhardt thinks the fire departments could use a grant writer. Mr. Russell reported he has been working with CFO Kirk on paperwork the auditor has requested. They have given the Department of Revenue all the info for new addresses. They will be sending out letters to residents that are in the Floodplain area regarding the next meeting for the FEMA buyout on March 12, 2024.

Ambulance Director Solberg gave his weekly report to the Commissioners. He will be leaving to pick up the ambulance Tuesday February 6th, 2023. It needs to be noted that Mr. Solberg acknowledges he may have to pay back part of the money for the ambulance. The cost of the ambulance is $238995.00. The new phones are being checked for any problems in Billings.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Pancratz seconded the motion. Motion carried.
