Roundup City Council Meeting Minutes

MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON DECEMBER 5, 2023 AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS AND ZOOM MEETING.

The meeting was called to order by Mayor Jones. Clerk/ Treasurer Lanter conducted roll call with council members, Liggett, Vivirito, Erickson, Carlson, McCleary, Toombs, and Fisher present. Also, present were, Director Sibley and Assistant Clerk Mann. Attorney Brooks was present via zoom. Long was absent.

MOVED BY FISHER SECONDED BY LIGGETT TO APPROVE THE MINUTES OF THE NOVEMBER 21, 2023 MEETING. ALL IN FAVOR. MOTION CARRIED.

MOVED BY LIGGETT SECONDED BY FISHER TO APPROVE THE AGENDA, ADDING REFUSE BOARD. ALL IN FAVOR. MOTION CARRIED.

Law Enforcement: Undersheriff Bednar- Randi is back from the academy, will have one to two days off, then on her own.

Mayor Jones:

• Growth Policy Community Coffee- will be January 22nd at 6pm. @ the Senior Center.

• Christmas party-will be the 15th, 6pm at the Arcade.

• Meeting with Barry Usher on Monday.

Attorney Brooks: Out of state reps, asking for company to be relieved of putting in, water, sewer, curb, street and gutter. Needs variance. Suggested they talk to the land owner, have him apply on their behalf. Will let the mayor and council know when she gets back to me.

Unfinished Business;

• CIP Capital Improvement Plan: Mayor Jones-Haven’t heard anything from the engineers.

Report out from Council Committee Meetings:

• Refuse Board: Fisher-was made the Direct Supervisor for the dump. They want permission to get road mix from next door to fill holes from highway in. Director Sibley gave permission.

• Chantel Duty property development lots 19 & 20 6th St W. discussion: Mayor Jones- Bruce provided document at last meeting. Currently not required to put in curb, gutter and sidewalk. Wants it in, but doesn’t want to pay for it. SID (Special Improvement District) is an option; adjacent property owner is not wanting to do a SID. Mayor will send letter. Vivirito-Do we want to look at undeveloped areas to get ahead of it? Fisher- Can’t we change it? Mayor Jones- Yes, we can. We can bring it up at the next meeting or first meeting in January.

• On street parking ordinance discussion/camper, towing cost: Discussed No Local designated truck route. Lon-Designated truck route signs are up. Mayor Jones went over changes in ordinance on towing. Will get with Rick Carlson to discuss wording in section 24-51 (h), so it reflects tow truck cost. Discussed parking on boulevard. Carlson- Define Boulevard. Director Sibley- Edge of street to property line. Mayor Jones- we need to cleanup boulevard definition. Toombs- at last meeting, Bruce used the word premises. In front of your house is not yours. Will finish after first of the year.

Clerk Treasurer Lanter: Received money from HB 355 to maintain infrastructure and building. We decided to use the money for new boilers at the shop and pool, also for lights around the stage. Council is good with it.

Director Sibley: Garbage truck has been in the shop. $20,000.00 in repairs Parts were supposed to be in today, hopefully hear something toContinued

morrow. New truck estimate is $291.000.00 Can be available in June. Don’t need to call for bids through Sourcewell. The bidding is already done. We may need to look into raising rates, the last time was 2011. Council is good with ordering new truck.

Toombs- Is everything all straightened out with the courts? Mayor-No, He won’t allow swearing in until his first dollar is in his pocket. When I do go to swear him in, I’ll take someone with me.
