Special Council Robert Hur says Biden is guilty of espionage respecting his numerous collections of classified—some top secret—documents found in at least seven different locations as a U.S Senator, Vice President, and as a private citizen. Only a president of the United States, while serving as such, has authority to have these in his possession and he is protected by the Presidential Records Act. No one in US history is more guilty of having classified documents, a serious crime normally punishable by many years in prison for each offense.
Even the title of Hur’s 388 paged “Report on the Investigation Into Unauthorized Removal, Retention, and Disclosure (emphasis added) of Classified Documents Discovered at Locations Including the Penn Biden Center and the Delaware Private Residence of President Joseph R. Biden, Jr.,” says he is guilty. Biden’s guilt of stealing and using for his own private purposes is not even contended. The Report contained 18 chapters and three Appendixes most admitting Biden guilt in the chapter headings, note two “Mr. Biden’s Classified Notecards and Notebooks,” and “Analysis of the Evidence—Classified Notebooks.” Also, the chapter titles often identified where the crimes were committed: “Classified Senate Documents in the Delaware Garage,” “Classified Documents Found at the Penn Biden Center,” “Classified Documents Found at the University of Delaware,” “Other Classified Documents found in Mr. Biden’s Delaware Home.” They conceded everything. Chapter 17, “Deletion of Audio Recordings by Mark Zwonitzer, MR. Biden’s Ghostwriter. This followed by three Appendixes of solid evidence against Biden: “Recovered Documents,” “Classification Review Results for Select Notebook Entries and Other Handwritten Material,” and “Evidence Items” (“READ: Special counsel Robert Hur’s report on Biden’s handling of classified documents,” by CNN staff, February 8, 2024).
In his Executive Summary Hur boldly stated, “Our investigation uncovered evidence that President Biden willfully retained and disclosed classified materials (emphasis added) after his vice presidency when he was a private citizen. These materials included (1) marked classified documents about military and foreign policy in Afghanistan, and (2) notebooks containing Mr. Biden's handwritten entries about issues of national security and foreign policy implicating sensitive intelligence sources and methods. FBI agents recovered these materials from the garage, offices, and basement den in Mr. Biden's Wilmington, Delaware home.” Any other American would have faced serious espionage charges and undoubtedly prison time.
Some of the documents about Afghanistan, “from fall 2009 have classification markings up to the Top Secret/Sensitive Compartmented Information level.” Biden “regularly wrote notes by hand in notebooks. Some of these notes related to classified subjects, including the President's Daily Brief and National Security Council meetings, and some of the notes are themselves classified.” After his vice presidency, Hur also conceded that “Mr. Biden kept these classified notebooks in unsecured and unauthorized spaces at his Virginia and Delaware homes and used some of the notebooks as reference material for his second memoir, Promise Me, Dad, which was published in 2017….Mr. Biden shared information, including some classified information, from those notebooks with his ghostwriter [Mark Zwonitzer,]. FBI agents recovered the notebooks from the office and basement den in Mr. Biden's Delaware home in January 2023.”
Worse yet, Hur also conceded that the crimes were repetitive. “The classified documents and other materials recovered in this case spanned Mr. Biden's career [emphasis added] in national public life”— from 1972 on excepting 2016-2020 when Joe Biden was a private citizen.
Yet after 388 pages of pure evidence, Hur concluded, “that no criminal charges are warranted in this matter” (Ibid.). This is reminiscent of FBI Director James Comey’s admitting Hillary Clinton had destroyed over 30,000 emails defying the House of Representative’s request that she not destroy them, thus letting her off the hook in 2016. Hur says he let Biden off the hook “because he is a frail old man with a bad memory” (X22 Reports, Ep. 3304b, March 12, 2024, 23:30).
The House Judiciary Committee was stunned and had many questions. Biden’s Special Council Hur testified before them March 12, 2024. He was asked, “Classified documents were found at the Pen Biden Center? Hur said, ‘that is correct.’ And at President Biden's garage? Hur said, ‘Yes we found them there too.’ In his basement then? Hur says, ‘Yep we found them there.’ And his main floor office? Hur said, ‘Yep. Correct.’ And his third floor den? Hur says, ‘Yep. Correct again.’ At the University of Delaware? Hur said, ‘Correct.’ At the Biden Institute? Hur said, ‘Correct.’ So let's see Biden had classified documents at all these different locations;” —at least seven places, eight if you count his Virginia residence. All of this Biden know to be illegal.
Democrats, Jerry Nadler and others, rushed to interpret Hur’s non prosecution of Biden as an exoneration of him. Democratic Rep. Pramila Jayapal, D-Wash., said “Hur ‘exonerated him,’ But Hur pushed back. ‘I did not exonerate him,’ Hur told Jayapal, ‘That word does not appear in my report’” (“Former Special Counsel Robert Hur testifies on findings from Biden classified documents probe,” by: Greg Norman, Brooke Wingman, and Louis Casiano, Fox News, March 13, 2024). No that word was not used by Hur in his report but the effect was precisely the same as it was for Hillary Clinton with

her acid bleached over 30,000 emails, some classified, when FBI Director dropped the charges against her. No charges and thus no justice. Meanwhile the same Democrats go after Trump who honored the Presidential Records Act,—two-tiered justice.
One fact of concern, "Hur couldn't determine who had access to Biden’s, unsecured classified docs, or whether they passed through foreign hands b/c the Pen Biden Center's security deleted all the visitor logs, 2017–2021: ‘We cannot account for all visitors to the Center,’” they said (Ep. 3291b, Feb. 25, 2024, 10:10). Many believe Joe and Hunter were selling classified information.
