Roundup City Council Meeting Minutes

MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON April 2, 2024 AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS AND ZOOM.

The meeting was called to order by Mayor Jones. Clerk/ Treasurer Lanter conducted roll call with council members, Long, Adams, Vivirito, Erickson, Carlson, McCleary, Toombs and Fisher present. Also, present were, Director Sibley and Assistant Clerk Mann. Attorney Brooks was present, via video.

MOVED BY TOOMBS, SECONDED BY VIVIRITO TO APPROVE THE MINUTES OF THE MARCH 26, 2024 MEETING. ALL IN FAVOR. MOTION CARRIED.

MOVED BY CARLSON, SECONDED BY ERICKSON TO APPROVE THE AGENDA, ADDING REFUSE BOARD. ALL IN FAVOR. MOTION CARRIED.

No Public Comment.

Mayor Jones- Courney Long will report on Growth Policy during Council discussion.

Mayor Jones:

• Planning Board meeting- will be tomorrow night, 6:00pm at the DES conference room. Discussion on Subdivision Regulations. Toombs will try to be there.

• Branding and Marketing- MOU for branding book between 4 entities. Will send a draft to all parties. Action Item at next meeting.

• Met with Sheriff, Attorneys Brooks and Larson by zoom, along with Bruce concerning on-street parking. Sheriff Lesnik wants city to work with him on enforcing State Statute. Called MMIA to make sure it’s in Bruce’s scope of job description, and it is. Toombs- Will it include RV’s? Mayor Jones- Any vehicle not drawn by a horse. Attorney Brooks- Good meeting with Sheriff and Attorney Larson. It includes, trailers, RV’s Etc. I can send statute to council. Toombs- How many cars were marked? Carlson- A person showed up asking me to move their vehicle the day before it was tagged. Three vehicles were moved.

• Arbor Day-April 19th at the stage @ 10:00am. All invited.

• Received email from Linda Yount- Contractor pruning tree’s today. Trees pruned on Main St. last year were poorly done so he’s cleaning them up. Only pruning tree’s that are good or fair. A lot of trees will be skipped that are poor or dying.

New Business: Close regular meeting and open Public Hearing at 7:14pm on 1st Reading Street Parking Ordinance #482.

Public Comment: Bill Trent 515 1st St W. Page 2 #3, what is the definition for abandonment? Attorney Brooks-it is common sense what abandonment means. Legislature hasn’t come up with a definition of abandonment. Sheriff will have to make that decision based on State Statute 61-8-356.

MOVED BY FISHER TO APPROVE ORDINANCE 482. AN ORDINANCE OF THE CITY OF ROUNDUP, MONTANA, AMENDING THE ROUNDUP MUNICIPAL CODE BY REVISING SECTION 24-51 BY PROHIBITING THE PARKING OF TRAILERS, SNOWMOBILES, BOATS AND BOAT TRAILERS, CAMPERS, CAMPER TRAILERS, MOTOR HOMES OR OTHER RECREATIONAL VEHICLES ON ANY PUBLIC STREET, AVENUE, BOULEVARD, ALLEY OR OTHER PUBLIC RIGHT OF WAY WITHIN THE CITY EXCEPT TEMPORARILY FOR A PERIOD OF TIME NOT TO EXCEED ANY CONSECUTIVE SEVEN (7) DAY PERIOD AND PROVIDING MINOR FORMATTING REVISIONS.

NO SECOND. MOTION DIED.

Toombs-Dies for now, can we bring it back later? Attorney Brooks- yes, we can re-examine but have to have two readings to approve it.

Public hearing closed at 7:22pm. Re-open regular meeting.

Unfinished Business;

• Subdivision Regulations-Will discuss at the meeting tomorrow night.

• Central School site plan, amended plat, donation to city: Mayor Jones-Mr. Hafer will be at the next meeting. Jeremy Fadness advised us to vote on 2 of the 3.

• CIP Capital Improvement Plan-Still tabled.

• Planning Grants/CIP/Housing Inventory Grant-Still tabled.

Report out from Council Committee Meetings:

• Randy Hafer meeting: Fisher-Had a good meeting. Theresa was there. I asked him if he had permits yet. He said they were submitted. Re-working on getting money. I told him next meeting he would be hit with questions. He showed new copy of map, asked it not be shown to council yet. He will need 20 minutes to present. Toombs- Can it be put on the agenda but not move on it yet? Mayor Jones-Jeremy recommends we move on the amended plat and donation. Toombs- can’t we just do a consensus? Carlson-Concerning the donation to the city, why can’t he make it all to the County? Maybe reach out to the county and ask if they are willing to take it all. Long-The County has said in the past, they would like to help with the parks. Mayor Jones- I will see about getting on the County agenda.

• Infrastructure Committee discussion; Growth Policy: Courtney Long of Great West Engineering. - Working on 1st draft of policy. Will take suggestions from today’s meeting. Should have it ready in May. Possible open house in May.

• Street Parking: Carlson- We still don’t have an official place to take vehicles after towing. George and I have an idea and won’t have to bring outside towing company into Roundup. It won’t cost the city anything. It’s private property and secure. It meets the state criteria. Mayor Jones- will follow-up with a Law Enforcement committee meeting. It behooves us to have conversation about this.

• Refuse Board: Fisher-All our equipment broke down. We were closed for an hour or two at different times. Had to reach out to Lon. Lee helped move trash and cleaned up so we could open again. We had to lease equipment from S&K. Skid steer was used in burn pit after they were told several times not to use it in burn pit. Punctured hole in fuel tank. Found out it was a Republic employee. It will cost $6,000.00 to $10,00.00 to fix. We also need a person within the city to sit on board. Will talk to Bill Trent after meeting.

• Vandalism- New restrooms were vandalized. There is a possibility, we may have issues with getting restitution for damages.

Clerk Lanter-There is a 9% increase in Health Insurance.

Received some Lifeguard and a manager application. Mayor Jones- Parks Committee will do interviews Tuesday the 9th at 4pm.

Director Sibley: Getting ready for summer. Received storage building plans. Mayor Jones-Application for Signal Peak due the middle of April.

Public Comment: Sabrina Lemmons 933 2nd St W. Parking on the street, I see it as a safety and visibility issue. There’s a risk of running into a vehicle when it snows, can’t maneuver away from them. That’s my biggest concern.
