Commissioners June 14, 2024
The meeting was called to order at 8:30 by Commissioner Turley Commissioner Goffena was present. Minutes were taken by Garilynn Rapp.
Pledge of Allegiance.
Commissioner Goffena made the motion to approve the agenda after adding to sign the Revised Letter to the DNRC Regarding the Roundup Mesa Water District Draw #2 ARPA AM-23-0181, amending the letter sent on May 20, 2024. and to add the Item of Discussion approving the projects submitted by the Rodeo Board to prepare the fairgrounds for the Ride Event. Commissioner Turley seconded the motion as amended. Motion carried.
Commissioner Goffena made the motion to approve the Minutes from June 7th, 2024. Commissioner Turley seconded. Motion carried.

Business:
Commissioner Goffena made the motion Review and Sign the 2 Encroachment Permits from Mid-Rivers for communication lines on Graves Road and Snowy Mountain Road. Commissioner Turley seconded the motion, motion carried.
Commissioner Goffena made the motion to Sign the Revised Letter to the DNRC Regarding the Roundup Mesa Water District Draw #2 ARPA AM-23-0181. Amending The Letter sent May 20th, 2024. Commissioner Turley 2nd the motion, motion carried.
Commissioner Turley made a motion to accept the Item of Discussion approving the projects submitted by the Rodeo Board to prepare fairgrounds for the Ride Event.
Board Meetings:
Commissioner Goffena attended the District 3 Opioid Meeting. They discussed and reviewed 13 Grant Applications. Most of the Grants provided benefits for Yellowstone County.
Commissioner Goffena attended the Musselshell Watershed Meeting. Basins are full and runoff is slow.
The Commissioners did claims on Wednesday June 12, 2024. Claims = $632,425.43
Kirk Electric met with the Commissioners to review electricity at the Fairgrounds. He reviewed the outcome of his meeting with an electric engineer to review the scope of work.
Sheriff Lesnik gave his weekly report to the Commissioners. The Sheriff’s office is had received an application for the dispatch position, that closed on June 12th. They reviewed the procedures for the Sheriff’s office to serve Writ of Execution issued by the Treasurer for unpaid taxes on personal property, such as mobile homes.
County Attorney Larsen met with the Commissioners.
DES Director Justin Russell and DES Coordinator Darren Rook gave their update to the Commissioners. Burn permits weren’t in effect for most of the week due to high winds. The department attended the Montana Emergency Management District Meeting. The department received their new vehicle.
Holly Todd Rogers introduced herself to the Commissioners.

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Commissioner Goffena made the motion to approve the agenda for the day as is. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to approve the minutes from the June 14, 2024 meeting as written. Commissioner Goffena seconded the motion. Motion carried.
Public comment on several budget amendments.
There was no public comment.
Commissioner Goffena made the motion to sign the updated Lease Renewal between Musselshell County and the Musselshell County Council on Aging. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign the Cooperative Fire Control Agreement between The State Montana Department of Natural Resources and Conservation and Musselshell County, submitted by DES. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Montana Wool Growers Association Predator Control Fund Memorandum of Understanding. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign the Vendor Invoice Draw #4 for Grant Agreement 23-0304 the Fairgrounds Water Project. Commissioner Goffena seconded the motion. Motion carried.
Chad Beckman with the Department of Revenue met with the Commissioners regarding some research into past coal gross proceeds acquired by the County.
E. Le May visited with the Commissioner regarding the Cowbells’ Campground.
Commissioner Goffena and Commissioner Pancratz attended the Snowy Mountain Development Corporation meeting by Zoom on Thursday June 20, 2024. Budgets were discussed.
All Commissioners attended the Montana Association of Oil Gas and Coal Counties meeting in Lewistown June 17 & 18. Musselshell County being made whole by the Crow Revenue Act was a major topic of discussion. The association and Yellowstone County are in support of Musselshell County. There was great information on moving forward with the trade.
Commissioner Goffena spoke with Nora Melius from Golden Valley County regarding forming an Advisory Committee for hiring a new County Attorney.
Commissioner Turley spoke with Tracy Mosley from MSU regarding a new hire for the County Extension Office.
Mayor Jones, Sue Olson and Chad Sealey met with the Commissioners Monday June 17, 2024 regarding the Commissioners stance on Signal Peak Mine. Allan Olson was present via telephone. The Commissioner assured them that they are in FULL SUPPORT of the mine remaining open.
The Commissioners did claims on Wednesday June 19, 2024. Claims = $48,332.258
Theresa Doumitt called in to the Commissioners regarding the Wier Building.
County Attorney Larsen met with the Commissioners.
Sheriff Lesnik gave his weekly report to the Commissioners. Deputy Trevor Ernest will graduate from the Academy Tuesday June 25, 2024. The Resolution regarding the amount of days are allowed for camping at Cowbells was discussed. 14 Days.
CFO Kirk and Sheriff Lesnik discussed his budget for the next fiscal year starting July 1, 2024.
Chris Kirk with Kirk Electric met with the Commissioners to let them know he is waiting on more information from either Stahly Engineering or Cop Construction regarding electric at the fairgrounds.
Ron Solberg met with the Commissioners regarding the issues we are having with the internet. Mr. Solberg will be meeting with Mid-Rivers and Blackfoot next week. They think it may be an “alignment” issue.

Allan Olson visited with the Commissioners.
Wyatt Tatman and Dominque Kovar met with the Commissioner regarding the arena at the fairgrounds needing more sand for the 4th of July Rodeo.
