MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON AUGUST 6, 2024 AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS AND ZOOM.
The meeting was called to order by Mayor Jones. Clerk/ Treasurer Lanter conducted roll call with council members, Long, Adams, Vivirito, Carlson, McCleary, and Fisher present. Also present were, Director Sibley, Assistant Clerk Mann, and Compliance Officer Hoiland. Erickson, Maris, and Attorney Brooks were present by video.

Public Comment: Fire Chief Keith Salthe-Asking permission from Council to apply for $75,000.00 grant on behalf of fire dept. for Jaws of Life. The is no match to the grant. Council good with it.
Visitors:
• Courtney Long: Flood-Plain Update-Plan on doing a targeted out-reach to properties in hazard area. DNRC updated regulations with suggested changes. Visited known violation areas in Roundup. Working to get them into compliance. Hoiland-City codes allow people to live in RVs for 7 days within the city, should it also apply in the floodplain? Courtney Long- RVs are allowed longer in floodplain. They can be moved off, then put right back on. Floodplain should align with city regs.
• Pam Carter: Asking for plat amendment. Trailer is at 1505 2nd St W, garage is at 1503 2nd St W. We had a surveyor come twice. Pictures were given to the council. Everything was done as asked by Mayor Jones. There is 13ft between buildings, that is over what is recommended. Mayor Jones- They had to make changes before they could get approved. Will go to county after council approves it. Carter- If we decide to sell the trailer, Duane can keep the garage.
Law Enforcement: Undersheriff Bednar-Still trying to figure out who vandalized the guy out front of the city office.
Friday night we had an incident involving a high-speed pursuit. Person went 80 through the flashing light. We ended up laying down spike strips, currently, they are residing in jail.
Newest deputy Barber was hired 2 months ago. He gave a brief talk about himself.
Mayor Jones: September 17th will be presenting in Miles City at a conference, showcasing Roundup. Floyd will facilitate the council meeting that evening.
The request on time limit signs from Radio Shack, from the Title Company to the end of the block is an action item on the agenda. Mayor did the application process. All business’ want the signs.
October 2-4, will be in West Yellowstone for leagues. October 7-9, will be attending a board meeting in Fairmont hot springs.
RIDE is submitting an application to Signal Peak Community Foundation to fund a storage building. It will be used by Swim, Soccer, Baseball and RIDE. Mayor Jones will submit a letter of support from the city.
There will be a Parks Committee meeting August 20th to discuss exit gates near the stage and pool issues. Mike Morgan is planning on attending the meeting.
Attorney Brooks: Zoomed in on US Supreme Court discussing homeless camps along with Fisher. City should be ok with code as is. Link is listed on leagues website. Fisher has the link, will send it to the mayor and anyone else who would like it.
Bruce has been vigilant with compliance letters. Will proceed with one citation. We need to continue to be motivated and enforce ordinances so citizens know we are serious about our codes.
Compliance Officer Hoiland-Two permits issued. Suggests we have our own engineers look at the building on Main ST. He is threatening to sue. The wall is moving. Attorney Brooks-If the city can afford to pay for an engineer, it would be helpful. There is a concern with the sidewalk and handrail next to building as well.
Junk trailer moving from lot to lot, the roof is falling in and no tires. 800 block of 3rd St W. Deputy has been there; I’ll leave it up to the sheriff and owner to deal with it.
Unfinished Business;
• Homes on the Range Housing Authority CDBG Application: Pam Carter-Won’t hear on app until late August.
• Planning Grants-CIP/Growth Policy/Housing Inventory Grant: Moving forward.

• Codes & Ordinance Committee Discussion: Carlson reporting.
1. Penner, doesn’t need variance. Wants to live in camper on property while working on structure. Not a problem allowing it for 12 months and must be hooked up to city services. He doesn’t have a problem with it.
2. Brewer variance, no issue with it, it’s just a structure to hold fiber optics supplies. Limited travel to it. Will do an SID down the road. Vivirito-giving them a variance for not putting sidewalk, curb, and gutter? Too risky. Looking out for future residents.
• Draft Budget: Clerk Treasurer Lanter-provided Mill Value to council. There is also money in the TIF District.
• Resolution #1190: Intent to increase water rate discussion-There will be a public hearing September 3rd.

Public Comment: Bruce Hoiland- It’s already in our ordinance, tenants must park in the back, they need to relay it to them. Troy Evans-I realize a need for parking restrictions, I see vehicles that are always parked on the other side from BBQ place to Commemorative Garden. You should think about what you are going to do with other blocks too.

Public Comment: Floyd Fisher-A potential increase with EDU before we get the water? Lanter- Yes and no. Base rate will be $29.54, but once we get the regional water, the rate will go up. Carlson-is the majority already using EDU? Sibley-Yes most cities already use the EDU system.
